This job is responsible for overseeing, managing and driving site-specific human resources initiatives, under the general review of the Director (Regional) - Human Resources, as well as coordinating employee relations and labor relations strategies for Franciscan Health System (FHS). An incumbent delivers human resources solutions that help clients meet business objectives through organization and leadership development, employee relations consulting, performance management expertise and employee and manager coaching. The HR Director serves as the face of Human Resources for their site and works together with the broader HR team to support, manage and provide programs for their site. An incumbent will have demonstrated ability to lead change, align HR strategy to business priorities, build relationships, provide valued consultation to business leaders and managers, manage projects effectively and understand and apply data to measure results. The HR Director will also be responsible for strategizing and managing their location resource planning and employee lifecycle - hire to retire. They will also partner with the site managers in the creation and planning for new jobs. The HR Director will collaborate with other HR professionals, including those in operations, employment, compensation and education departments to help manage and provide programs for their locations. The incumbent will manage the site employee relations, HR Assistant, and timekeeping functions with matrix responsibility for recruiting. The primary goal is to work strategically with customers predicting and responding to their needs as applicable. They will also be tasked with owning specific projects for the larger HR team. Essential Duties: Partners with managers and employees on human resources policy interpretation, procedures, and programs, including FMLA and ADA issues.
Assures that assigned staff maintain fully developed competencies in all aspects of labor relations and legal compliance processes and that individual employees are held accountable for achieving required performance levels and customer service standards.
Assures compliance with all components of any applicable collective bargaining agreements and hospital policies/standards/procedures through interpretation and consultation to management.
Works with attorneys to prepare (and, in some instances, present) cases for arbitration review.
Partners with leaders and managers on organization changes including department restructure, role redesign, and reductions in force.
Consults with Workers' Compensation Department and FHS employees about work injuries; intercedes, as appropriate, when HR intervention is required for employees participating in transitional duty assignments.
Assesses needs for training and skills development for managers and staff; designs and implements training and/or works closely with Education Services to design and implement in-service training and programs.
Assures compliance with all human resources related components of policies, union contracts, and Federal and Washington State laws; updates and/or designs new employment policies, procedures, and guidelines to assure accurate reference documentation exists both internal and external to HR.
Works consultatively and in close collaboration with Human Resources Leadership, members of the Human Resources staff, and FHS managers to accomplish goals.
Collaborates with the employment team to identify, facilitate and expedite advertising based on identified recruiting needs within the site.
Assists in conducting market studies and in resolving compensation issues and problems as required.
Assists with design, communication, and implementation of compensation programs within the site.
Assures appropriate human resources-related recordkeeping systems are maintained, and that documentation is maintained related to incident reports, disciplinary actions, etc.
Coaches leadership and managers as appropriate on HR related issues/processes.
Serves as change agent for implementation of HR programs and policy. Advises managers in establishing clear standards for excellent performance (e.g., job descriptions, competencies).
Analyzes team dynamics and makes recommendations that would maximize effectiveness.
Collaborates and oversees recruitment staff to analyze information/trends from various sources such as exit interviews, feedback from employees, etc. and makes recommendations for improvements.
Monitors departmental turnover trends, seeking opportunities and strategies to improve retention of key performers.
Actively seeks/recommends and participates in employee retention activities.
Performs related duties as required.
Education:Bachelors degree required in HR or related field is required. Significant, appropriate, and relevant years of work experience may substitute for the degree requirement. MBA or related master's degree is preferred.
Experience:
Minimum of five years of recent, progressively responsible HR work experience, preferably in an professional generalist or management-level capacity. Recent experience in a multi-site healthcare environment is strongly preferred. Experience working in a unionized environment is preferred. Business management experience in addition to experience in HR is preferred. License/Certification:Certification in Human Resources Management, PHR or SPHR is preferred. Current driver's license valid in the state of Washington is required.
