Individual(s) selected for this position must be available to attend a mandatory 8-week consecutive training session. This training may require official government travel away from the permanent duty station to a different city and/or state. Flexitour is not available during training.

DUTY LOCATIONS MAY BE: SEATTLE, AUBURN, BREMERTON, AND FT. LEWIS
The Rating VSR career advancement is GS-9/10/11/12. After advancement through the career ladder grade levels, the incumbent may be promoted to the full Performance Level (GS-12) without further competition after meeting time-in-grade and specialized experience requirements. Upon attaining the GS-12 grade level, employees will be required to take the Rating VSR Skills Certification test.
KEY REQUIREMENTS

This is not a Drug Testing Designated position.

DUTIES:
The incumbent works within a team environment.
Serves as a decision maker for claims involving rating decisions.
Collaborates with other members of his/her work team participating in personal hearings before the board.
Responsible for developing viewpoints and reconciling differences of opinions and assists with the training of new members.
Incumbent is responsible for analyzing claims to make determinations regarding service-connection, percentage of disability, permanent and total disability and entitlement to compensation, pension and vocational training, medical and dental treatment, adaptive equipment for, automobiles or other conveyances, insurance, specialty adapted housing, dependent education allowances, and other ancillary benefits.
Assures proper application of laws, regulations and procedures and is accountable for proper analysis, appropriate development and final rating determinations.
The RVSR may directly interact with the Veteran and his/her representative or advocate.
NOTE: RELOCATION EXPENSES WILL NOT BE REIMBURSED.
QUALIFICATIONS REQUIRED:
To qualify for this position, applicants must meet the following requirements:
GS-09 Level: 1 year of Specialized experience which was equivalent to the GS-07 level; or education substitution of a MasterÂ's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or JD, if related.
GS-10 Level: 1 year of Specialized experience equivalent to the GS-09 level; or education substitution of 2½ years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree.
GS-11 Level: 1 year of Specialized experience equivalent to the GS-10 level; or education substitution of a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
Specialized experience: Applicants must have one or more years of specialized experience related to this position. Specialized experience would typically include, but is not limited to:
Analyzing claims; Interpreting and applying benefits-related laws, regulations, and procedures; Reviewing and examining evidence and making determinations as to the entitlement and/or eligibility of claimants for benefits and services involving compensation and pensions.
Employment examples may include, but are not limited to:
Claims Processing for a Federal or State agency; Insurance positions which include Disability Insurance Claims Specialist; Social Security Claims Specialist; Worker's Compensation Specialist; Veterans Service Representative or Ratings Veterans Service Representative; Staff Registered Nurse, Physician, Physician's Assistant, and Lawyer - where the position involved evaluating medical evidence, collaborating with a m ulti-disciplinary team, and applying case management principles.
Combination of Education and Experience: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.

Knowledge of pertinent laws, regulations and procedures pertaining to veterans benefits programs. This includes knowledge of common medical terms and various sources of evidence and information. Ability to read, understand, interpret and apply pertinent laws, regulations and procedures. This includes the ability to read, understand and interpret legal and medical terminology. Ability to communicate clearly and concisely in writing with people, both clients and co-workers, from a variety of backgrounds. Ability to communicate orally with people from a variety of backgrounds and with varying levels of understanding. Ability to work under stressful conditions. This includes the ability to work under time pressure and ability to maintain self control.

Physical Demands: This position is primarily sedentary with some walking, standing, bending, and carrying or lightweight items (eg. folders, claims files, etc.)
