Within the Health Care Authority (HCA), Division of Program and Payment Integrity, this position works with a high degree of self-direction and with limited technical supervision to coordinate requirements for accessing claims and eligibility information from the ProviderOne Operational Data Store (ODS) and Ad-hoc Data Warehouse (ADW). Serves as the primary data analyst responsible for the current Medicaid Statistical Information System (MSIS), Transformed Medicaid Statistical Info! rmation System (T-MSIS) and CMS-416 mandated federal reports. The position provides expert consultation with staff, management and executive leadership to identify data needs and services to support information requests concerning medical, pharmacy and dental services; and/or client eligibility. Provides specialized analysis to meet data requests needs for clients, medical pharmacy and dental information that originates from the ODS and/or ADW. The position has responsibility for the development and ongoing production of reports and data files for use by professional staff in multiple agencies along with ongoing responsibilities for creating and maintaining all necessary documentation of these processes. The position is also the primary resource for data that responds to the Federal Office of Inspector General (OIG) requests or other critical federal stakeholders

Duties:
Perform data validation and program testing to assure the highest quality delivery s! tandards. Create critical data extracts and reports based on customer o! r other stakeholders requests.
Writes SQL queries and/or COGNOS queries/programs to output medium (MS reporting services, ACCESS tables, EXCEL lists, electronic files on networks drives or other electronic medium).
Produce required MMIS data to output into Microsoft Reporting Services.
Prepare data sets to respond to Public Disclosure Requests
Respond to customer tickets and complete analysis of reported problems or potential data quality issues, complete testing of both code fixes, change requests and data patches. Serve as the primary data analyst responsible for maintenance and any changes to the Medicaid Statistical Information System (MSIS), Transformed Medicaid Statistical Information System (T-MSIS) and CMS â€" 416 federal reports.
Responsible for all maintenance activities related to MSIS, T-MSIS and CMS-416 federal reports: including:
Coordination with other administrations and HCA business areas to ensure these critical reports are created ! correctly
Ensure all defects or issues are reported to the ProviderOne vendor
Lead all testing and verification efforts related to these reports
Confer with program management and staff, departmental staff, Office of the Attorney General staff and other users of the MMIS to clarify data and reporting requirements and expectations. Maintain a thorough understanding of departmental data processing standards, policy and procedures as well as data processing and data retrieval methods and functional/technical environments.
Assist other data analysts in interpreting user requirements and in the use of complex COGNOS and/or SQL requirements and troubleshooting completes COGNOS and/or SQL queries/programs.

Qualifications:
REQUIRED QUALIFICATIONS

Four years of information technology experience such as consulting, analyzing, designing, programming, installing and/or maintaining computer software applications, hardware, telecommunications,! or network infrastructure equipment, directing projects, providing cus! tomer or technical support in information technology; or administering or supervising staff performing work in any of these information technology disciplines. Must be proficient in the Medicaid Management Information System (MMIS) and Microsoft Office products.

Must have at least two years of experience with the following applications: T-SQL, PL/SQL, and COGNOS.
