The Health Care Authority (HCA) administers programs that provide health care insurance coverage to over 1.6 million Washington residents and 400,000 public employees, retirees and their dependents. HCA promotes health care access to the uninsured, underinsured, and Tribes; it ensures that health technology and prescription drugs are safe and used effectively, and improve health and productivity of state employees, retirees, and their dependents. HCA administers Washington's Medicaid program which provides federal and state medical assistance to over 1.2 million of Washington’s most vulnerable individuals.

Positon Objective

This position provides professional ! and technical support to management on complex health care iss! ues impacting the division and agency. The incumbent will help monitor the Interpreter Services contract to ensure amendments are completed timely and in compliance with state and federal regulations. They may assist the contract monitoring staff in Planning and Administration track a master list of all contracts managed in Health Care Services. Using Lean model (or similar tools), this position helps to identify and improve business processes within the division. This position reviews, and helps develop and design, all Health Care Services’ communication materials for internal and external uses. Additionally, the position serves as the lead for program's Intranet/Internet planning, content development, organization, production, and coordination with agency's web team. Successful performance in this position requires a high-level of expertise in planning, project management, communications, and organization to ensure we reach a diverse audience, including members of Congr! ess, the State Legislature, the Governor’s Office, the media, public and private organizations from various states, advocacy groups, program stakeholders, applicants or beneficiaries of the programs, and staff.

Duties:
Duty:
Supports strategic planning and program-specific business plans to achieve HCS and agency goals

Tasks include:
Organizes, trains, and leads project teams conducting complex research and analysis, formulating recommendations, and coordinating implementation of strategic and long-range planning activities.
Provides consultation to management, resolves complex problems, and functions as a specialist and/or lead for projects impacting multiple programs and division sections
Responsible for leading, facilitating, and coordinating phases of assigned projects affecting Health Care Services and the HCA (if appropriate). Leads work groups, subject matter experts, etc. toward project milestones and deli! verables.
Assists and/or makes recommendations to Section Manager o! n effectiveness of business and communication plans (e.g., through member surveys, focus groups, feedback from internal staff, sponsors, and stakeholders, public reaction, and response rates), makes changes as needed, and advises management regarding internal and external reaction to proposed initiatives and program policies.

Identifies, and conducts, and/or participates on specialized and complex business process improvement projects with program areas using LEAN and other relevant tools and techniques leading to operational improvements and cost-saving opportunities. Duty:

Supports offices within the division and across the agency.

Tasks include:
Assists in contract monitoring for compliance. Applies clear/consistent performance standards and handles performance problems decisively and objectively.
Provides support and program analysis to Interpreter Services and Policy section within Planning and Administration.
Reviews and p! rovides recommendations on written materials including client letters, policies, business plans, procedures, policies, presentations, and RFPs to ensure compliance with the requirements of contracting law, statue, rules, and policies.
Identifies opportunities to clarify procedures, policies, or training modules.

Provide Plain Talk technical assistance with program materials for internal and external use. Duty:

Primary contact for updating/maintaining program websites, Intranet pages, and social media sites using SharePoint.

Tasks include:
Reviews HCS web pages and Intranet regularly to ensure content is current. Works with program managers and the agency web master to make changes to the external website.
Responsible for making updates to the HCS Intranet site using SharePoint. Takes requests from management and staff for changes to both sites.
Make changes and discuss potential issues with supervisors as needed.
Looks f! or new, cost effective avenues to reach our members and stakeholders in! cluding social media.

Implements new social media strategies to reach various audiences. Duty:

Stakeholder Management

Tasks include:
Attends periodic sponsor, stakeholder, and advocate meetings to provide program information.
Develops presentations and materials for organizations and/or executive management to ensure changes and updates to the program(s) are clear and consistently delivered.
Develops and provides training for external groups.
Organizes and schedules presentations for community events.

Qualifications:
Required Qualifications:
Positions typically requires a Bachelor’s degree in business administration, public administration, law, public health, health administration, or a related field

AND

Two to three years of experience conducting research and analyzing policies, laws, rules, or regulations.

**Additional qualifying experience may substitute year for! year, for required education. Required Knowledge, Skills, and Abilities

Excellent writing and proofreading skills with precise attention to detail using Plain Talk concepts. Advance skills in Microsoft Suite and web design (SharePoint). Ability to type accurately. Preferred/Desired Qualifications: Four years’ experience in each of the following: Working with health care delivery systems, health care access to low-income populations, and the health insurance industry; and m anaging multiple projects concurrently and coordinating work of diverse project teams. Ability to effectively lead others in the development and implementation of innovative goals, strategies, and objectives that get results. Ability to plan strategically, identify communication needs and potential issues, and develop goals and comprehensive work plans to address issues and achieve goals. Ability to adapt to changing business needs, conditions, and work responsibilities. Adjust work habits and! methods if needed to achieve successful solutions and results. Experie! nce in Washington State contracting strategies, policies, or practices, and in contract management and grants management. Strong knowledge of LEAN principles (or similar model) and tools. Experience/participation in a LEAN initiative. Independently commute to various places in Washington. Ability to work independently with minimal supervision. Ability to communicate to articulate ideas, problems, and solutions in a clear and concise manner over the telephone, at presentations and meetings, and in written communications. Knowledge of the requirements, policies, and processes of Medicaid. Ability to collaborate with state agency staff, Assistant Attorney Generals and legal staff, stakeholders, clients and client representatives. Ability to analyze policy, research issues, identify impacts, and assemble documentation.
