HCA promotes health care access to the uninsured, under-insured, and Tribes; it ensures that health technology and prescription drugs are safe and used effectively, and improve health and productivity of state employees, retirees, and their dependents. HCA administers Washington’s Medicaid program that provides federal and state medical assistance to over 1.2 million of Washington’s most vulnerable individuals. The agenda of the HCA has been expanded to include consolidating Washington State government’s multi-billion dollar annual health care purchasing and the state’s implementation of federal health care reform.

The Olympia office is located in downtown Olympia, within walking distance of shops, restaurants, bus lines and less than 2 miles from the freeway.

The Health Care Policy Division serves as the f! ocal point for coordinating the agency’s strategy and health! policy efforts. The division is structured to provide expert direction, consultation and support for these activities, including coordination of the agency government-to-government relationship with tribes.

This position reports to the Native Health Program Manager/Tribal Liaison within the Health Care Policy Division and serves as operations and compliance manager for Tribal and American Indians/Alaskan Natives (AI/ANs) programs, serves as the point of contact for billing clarifications, billing technical assistance, and policy alignment and implementation for tribal or AI/AN policy, and provides primary administrative support to the Tribal Health Program. This position works closely with the 29 Federally Recognized Tribes and tribal health programs and is responsible to support and help implement the government to government relationship with tribes under the Centennial Accord and Chapter 43.376 RCW.

Duties:

  • Incorporate federal polic! ies and protocols, and monitor compliance across HCA programs and Medicaid in collaboration with other administrations and agencies, in regard to tribal health programs, AI/ANs and Urban Indian Health programs. · Responsible for agency operational compliance with Federal rules and regulations impacting the Tribal Health Program. · Develop tribal notification, billing guides, communications to tribes, billing guidance documents through Rules and Publications for all Medicaid programs in HCA, and provide technical guidance with Medicaid programs in DSHS. · Represent HCA as the agency point of contact with Indian health systems and the 29 federally recognized tribes for billing and ProviderOne operational issues, which may require in-state, overnight travel. · Represent the Native Health Program Manager/Tribal Liaison in day-to-day operational issues. · Implement system changes when necessary to correct billing /claims issues identified by tribe(s). · Monitor and audit t! ribal program activities. · Triage tribal operations or implementation! issues through utilization of HCA program staff expertise and develop recommendations for correction or mitigation of issues.
Facilitate HCA opportunities to maximize federal match for eligible Medicaid tribal programs, Centers for Medicaid and Medicare Services (CMS) and Indian Health Services (IHS) to ensure proper Medicaid reimbursements to qualified tribal facilities. Facilitate implementation of policy at the administration and program level.

Qualifications:
Required Qualifications: A Bachelor’s degree with major study in public health, public administration, social work, or comparable area of study related to the responsibilities of the position. Two years of supervisory or consultative experience in health services, social services, Medicaid programs, planning, policy analysis, coordination and consultation with a variety of public and private agencies, organizations, and/or levels of government. Additional qualifying experien! ce working directly with tribes, tribal governments or tribal health issues may substitute year for year, for required education. Required Knowledge, Skills, and Abilities • Knowledge of federal & State Medicaid laws and policies, Federal Indian Health policies, Centennial Accord policy, and CMS/HHS consultation policies. • Ability to communicate to articulate ideas, problems, and solutions orally in a clear and concise manner over the telephone, at presentations, at meetings and in written communications. • Ability to think logically and abstractly to identify issues and formulate resolutions. • Knowledge of Indian Health Services programs & policies as they impact Medicaid. • Ability to review federal and state statutes and regulations as well as potential legislation and policies, including evaluation of complex issues arising from policy changes or legislative mandates. • Ability to collaborate with state agency administrative staff, Assistant Attorney Gener! als and legal staff, clients and client representatives. • Ability to! work collaboratively with internal agency staff, agency liaisons, tribal representatives, tribal consultants, Indian Health organizations, tribal health directors and tribal councils. • Ability to analyze policy, research issues, identify impact, assemble documentation, write policies and policy briefs, and represent the HCA’s tribal program position. • Ability to type accurately and effectively utilize the Microsoft Office software suite. Preferred/Desired Qualifications: Demonstrated ability to: Communicate tribal identified issues to appropriate program or administrative office.
Develop and negotiate contracts.
Monitor and analyze tribal facility compliance and tribal billing trends.
Evaluate the need for and provide technical assistance/training to executive leadership, program managers, and internal staff on tribal policy.
Evaluate the need for and provide technical assistance/training to tribal leadership and tribal program staff. Independently ! commute to various places in Washington Work independently with minimal supervision
