The King County Office of Public Defense (OPD) provides legal help to people who are accused of a crime and cannot afford an attorney. OPD also provides legal help to people who can! not afford an attorney and are facing certain other matters such as juvenile dependency, civil commitment, or civil contempt. This journey-level Human Resource Analyst position is responsible for providing technical and analytical support in the areas of human resources information systems, employment, and recruitment. This position will administer PeopleSoft HCM activities, employment and recruitment related work assignments, special projects, analysis, research, and information requests for the Office of Public Defense.
WHO MAY APPLY: This position is open only to current employees working within the four public defense agencies ( Associated Counsel for the Accused, Northwest Defenders Association, Society of Counsel Representing Accused Persons, The Defender Association) providing legal services to OPD clients.
WORK LOCATION: Chinook Building, 401 5th Avenue, Suite 500, Seattle, WA 98104.
WORK SCHEDULE : This position is covered by t! he provisions of the Fair Labor Standards Act and is overtime ! eligible.. This position works a 40-hour workweek, 8:00 a.m. to 5:00 p.m., Monday through Friday.

Job Duties:
Analyze, review and input personnel action notices (PCNâs) that relate to employee status changes such as leaves of absences, hiring, promotions, data changes, salary changes, and union contract implementation. Use technical knowledge, skills, and judgment to solve moderate to complex technical problems related to the PeopleSoft system. Create, implement, and update processes and procedures related to the PeopleSoft HCM module. Develop and provide training and hands-on assistance to division-wide end us! ers. Using PeopleSoft, Neogov, Word, and Excel, create letters, agendas, job announcements, reports, charts, and other documents. Provide information, advice and consultation to a high volume of inquiries from employees and management. Evaluate client concerns/complaints and take action to resolve problems and improve service. Respond to inquiries in a timely, diplomatic, and confidential manner. Oversee, coordinate, and complete selection process elements such as job postings, sourcing, testing, interviews and reference checks. Administer recruitment, test and interview processes in compliance with King County Personnel Guidelines, ADA, FLSA, FMLA, Title VII, RCWs, and related employment law. Provide backup support to other areas within OPD HR and perform other duties as assigned.
Experience, Qualifications, Knowledge, Skills:
A bachelorâs degree or an equivalent combination of education and experience, and three years of increasingly responsible huma! n resource experience required. Experience must demonstrate a journey-le! vel knowledge of HRIS administration and employment principles. Other qualifications include: Strong customer service skills and a commitment to quality, including ability to establish, build, and maintain internal and external customer satisfaction. Knowledge of and ability to apply human resources practices, especially fair employment law, in conducting recruitment, interviewing and testing. Experience with the ADA, FLSA, FMLA, Title VII, and applicable RCWâs highly desirable. Skill in effective time-management, planning, prioritizing and coordinating multiple projects with critical timelines. Excellent organization, attention to detail, and ability to prioritize a high-volume workload. Ability to operate without well-defined policy, recognize precedent-setting situations, and make difficult decisions and resolve conflict. Excellent communication skills and the ability to convey clear and timely information. Demonstrated ability to get along with people and to work as a! team member. Cultural sensitivity, diplomacy, and the ability to maintain confidentiality. Proficiency in MS Word, Excel, and Outlook. Familiarity with SharePoint desirable. Demonstrated ability to function in PeopleSoft or other HR Information System to effect employee status changes. Desirable Qualifications Demonstrated ability to function in Neogov or other similar web-based applicant tracking system. PHR certification.
