Description: King County is currently seeking to employ Commercial Appraiser II right now, this position will be dwelled in Washington. The responsibilities of this classification include determining value on technically complex and specialized commercial properties for tax assessment purposes. Incumbents per! form commercial appraisal duties within a geographical area and/or have the responsibility for specialty properties. Incumbents working at this level perform the advanced technically complex and specialized commercial property appraisals and appeals. Incumbents working at this level also use a variety of capitalization techniques and the trended investment cost approaches. Incumbents are responsible for capitalizing income into value. This recruitment will be used to create an eligibility list for current and future openings within this classification in accordance with King County policies and guidelines.

WHO MAY APPLY : This position is currently open to all King County employees of Teamsters Local 763 - Assessments by promotion in accordance with the collective bargaining agreement, other King County employees and the general public. Hiring preference will be in the order indicated above. WORK LOCATIONS: Primary work locations - King County Administration Building, 500 â€" 4th Avenue, Seattle, WA and/or Black River Corporate Park 900 Oakesdale Avenue SW Renton, WA. Secondary work locations - Commercial property sites and field assignments throughout and within King County, Board of Equalization (BOE) hearings in Seattle and WA state Board of Taxation (BTA) hearings in Olympia.

WORK SCHEDULES : These positions are scheduled to work 35 hours per week and are overtime eligible. Employees in these positions work four days per week, typically Monday through Thursday, or Tuesday through Friday, (8.75 hours per day) based upon staffing needs and in accordance with applicable collective bargaining agreements and King County policy.

Job Duties:
Specific duties of the Commercial Appraiser II position include: Assure consistency and equality of appraisals. Conduct methodological market research to appraise complex commercial properties. Prepare and defend appraisals before the County Board of Equalization and State ! Board of Tax appeals. Represent the County in a court of law as required. Research and utilize market, cost, and income approaches to value, including yield capitalization. Explain assessment procedures to taxpayers, attorneys, accountants, agents and/or representatives. Analyze sales data for valid representation of market values. Perform a variety of technical appraising functions. Prepare and maintain work and office reports and records. Utilize department technology to maximize technical commercial appraisal effectiveness. Experience, Qualifications, Knowledge, Skills:
MINIMUM QUALIFICATIONS: Two (2) years of appraisal experience within the last five (5) years including at least one (1) year of commercial appraisal experience ! AND satisfactory completion of 105 classroom hours of appraisal courses approved by the Washington State Department of Licensing, including at least two (2) courses in the appraisal of income producing properties.

DESIRABLE QUALIFICATIONS: WA State General Appraisal Certification or the ability to successfully obtain accreditation within twelve (12) months of hiring, Appraisal Standards & Ethics [USPAP], Ratio Studies Seminar or completed other relevant coursework in statistical analysis. Additional desirable qualifications include: · Skill in dealing with ambiguity and comfortable with change and technology innovation. · Skill and demonstrated dedication to meeting the expectations and requirements of internal and external customers, maintaining a Customer Focus. · Skill in planning, including accurately scoping out length and difficulty of work with the ability to set objectives and goals and meet time-sensitive deadlines.
KNOWLEDGE, SKILL, AND A! BILITY: Knowledge of appraisal techniques, relevant laws, rules and! Property Tax Bulletins, including requirements of the Uniform Standards of Professional Appraisal Practice affecting real property appraisals Knowledge of building construction methods and inspection techniques Skill in determining highest and best use, reading and interpreting building blueprints, maps and legal descriptions Skill in analyzing sales and appraisal data for valid representation of market value and for making accurate mass appraisal decisions in a timely manner Skill in using personal computer programs and applications Skill in establishing and maintaining effective working relationships with fellow workers, the public and professional agents Skill in analyzing appraisal data and information Skill in performing college-level mathematical calculations Skill in preparing and maintaining work and office reports and records Ability to work independently and as a member of a team, as well as the ability to work under pressure with cyclical/seasonal job demands an! d deadlines Excellent communication skills, including the ability to work with people of diverse backgrounds and staff throughout the division, the public and professional agents and/or representatives Ability to provide excellent customer service skills â€" in person and via e-mail or telephone using discretion, patience, etiquette, and professionalism

Supplemental Information:
NECESSARY SPECIAL REQUIREMENTS: Possession of an Assessor’s Accreditation Certificate as required by the state of Washington or the ability to obtain accreditation within twelve (12) months of hire. At the time of appointment, the candidate must possess a valid, unencumbered Washington State Driver’s License. Employees in this classification are expected to drive their personal automobile and/or use King County fleet vehicles on field assignments. Offers of employment are made contingent to the successful passage of a physical examination, and reference checks. The suc! cessful candidate will serve a probationary period as an extension of t! he selection process in accordance with King County policy.

The successful candidate will serve a minimum of a six (6) month probationary period as an extension of the selection process, which may be extended up to twelve (12) months depending upon accreditation status and cyclical workload.
WORKING CONDITIONS: Position may require working in an office setting, as well as conducting field work outdoors for sustained periods during inclement weather conditions and on uneven terrain or commercial property/construction work sites.
UNION MEMBERSHIP: The selected candidate must join The Teamsters, Local 763 within 30 days of employment.
