The Aging and Disability Services Administration (ADSA) assists adults with disabling conditions due to aging, disease or accident. We also assist children and adults with developmental disabilities to gain access to the high quality, cost effective supports they need. There are four organizational divisions within ADSA.
This position is within the division of Home and Community Services (HCS). HCS plans, develops, determines eligibility for and provides long term care services to meet the needs of persons with disabilities and the elderly, with priority attention to low-income individuals and families. This position is located in Tumwater.
Duties:
This position conducts face-to face interviews with clients in their residence (in-home, hospital, nursing home, residential facility, etc.), investigating allegations of abuse, neglect, self-neglect, abandonment, and/or exploitation. This position also conducts interviews with alleged perpetrators (APs) · Collect and evaluate relevant information to make decisions related to investigation, services and outcomes. · Provide client advocacy, as well as consultation, networking, family support and crisis intervention. Coordinate with staff, judicial entities, families, facilities, local office staff, other regional offices and community agencies/partners regarding needs of clients served. · Interview collateral contacts to gather additional information. · Record and document case activity and complete forms. · Provide client advocacy, as well as consultation, networking, family support and crisis intervention. Coordinate with staff, judicial entities, families, facilities, local office staff, other regional offices and community agencies/partners regarding needs of clients served in accordance with statute, rules, policy, and client consent · Identify situations presenting risk to vulnerable children and/or adults and refer to CPS, APS, and/or CRU. · Consult and staff cases with supervisor. · Develop plan for the clientâs adult protective service needs; to include coordinating and facilitating the completion of CARE assessment by Social Services. · Communication required with AGs office on guardianships and protection orders. · Provide case management services to clients pending guardianship. · Prepare and present recommended substantiated findings at weekly case review meetings. · Take part in case staffing meetings; including A-Team and case coordination meetings which may include internal and external stakeholders (Adult Protective Services, Residential Care Services; Area Agency on Aging, etc), sharing information in accordance with confidentiality guidelines. Staff difficult complex cases in accordance with the ADSA complex case staffing protocol for shared decision making. · Consult with HCS/Social Services Community Nurse Consultant as needed on complex medical issues/terminology. · Authorize services and payments. · Respond to client and constituent complaints/inquiries. · Make referrals to other community resources and internal and external stakeholders (i.e Department of Health (DOH), Law Enforcement and Complaint Resolution Unit (CRU), etc. · Draft letters and respond to administrative requests for reports or constituent responses. · Identify situations presenting risk to vulnerable children and/or adults and refer to CPS, APS, and/or CRU. · Implement and apply instructions/policy outlined in the ADSA Long Term Care manual, WAC, Management Bulletins. · Respond to quality assurance requests. · Compile and submit reports as requested by your Supervisor, Deputy Regional Administrator and/or Regional Administrator. · Prepare and provide testimony at administrative hearings, court proceedings, criminal, civil, and administrative proceedings. (Communicate with AAG office and attorneys). · Participate in on-going, training, meetings and provide community education on APS programs. · Provide community education regarding program rules and policies. Instruct and educate other professionals and the public about what services can be provided, including program service limitations. · Perform intake duties as assigned by the supervisor. · Other duties as assigned. Other duties assigned may include, but are not limited to, unit meetings, all staff meetings, contractor meetings, community networking meetings, individual conferences, formal and informal training, pilot projects, etc.
Qualifications:
One year as a Social Service Specialist 2 (formerly Social Worker 2) since July 1, 1988. OR A Master's degree in social services, human services, behavioral sciences, or an allied field and two years of paid social service experience equivalent to a Social Service Specialist 2. OR A Bachelor's degree in social services, human services, behavioral sciences, or an allied field, and three years of paid social service experience performing functions equivalent to a Social Service Specialist 2. NOTE: A two year Master's degree in one of the above fields that included a practicum will be substituted for one year of paid social service experience. NOTE: Employees must successfully complete the formal training course sponsored by their division within one year of their appointment. NOTE: Equivalent social service experience would include the previous classes of Caseworker 3 or higher. OR For Promotion Only: A Bachelor's degree and three years of experience as a Caseworker 3, Social Worker 1A or B, Social Worker 2, Casework Supervisor Trainee, Casework Supervisor, Juvenile Rehabilitation Supervisor 1 or 2, or Juvenile Rehabilitation Counselor 2 in State service. Must have at least one year of paid experience completing comprehensive assessments and determining nursing facility level of care for the elderly and disabled adult population.
Supplemental Information:
Must be able to conduct in-home investigations and attend meetings. This position involves office and field work. Field work may involve outdoor interviews and will also include client visits in the community including; client homes, residential facilities, nursing homes, and in travel status. Home visits may require climbing and lifting. At times may be required to enter homes with environmental concerns. This position also requires time spent sitting for long periods in an office setting. Occasional travel required throughout Region 3 and statewide. Occasional travel may be required beyond normal office hours. Must be willing and able to pass a criminal background check.
