Excellence in Service Respect Collaboration and Partnership Diversity Accountability The Department of Social and Health Services, Economic Services Administration, Office of the Assistant Secretary is recruiting to fill one (1) Forms and Records Analyst 3 position within ESA Headquarter’ s office located in Olympia

The Economic Services Administration (ESA) maintains millions of confidential client records and receives and responds to more than 30,000 public disclosure and discovery requests annually. The public disclosure functions are centralized within the Assistant Secretary’s Office of ESA under the direction of the Risk Manager/ Public Records Manager in a headquarters unit with statewide ESA client responsibility for responding centrally to public disclosure requests, discovery requests and HIPAA privacy complaints directed to ESA.

This position is a specialist in ESA databases, i.e. ACES, eJAS, Barcode, SEMS, or others to respond to requests, deliver clients services, audit/review the delivery of clients services or process actions (such as hearing or overpayments) related to client service using one or more ESA databases and must use independent judgment and have an expert understanding of state and federal laws and DSHS policy to review incoming requests; track requests in the prescribed manner; answer requestor questions; search, locate and retrieve responsible records; review records following program guideline; and conduct final responses and work with DSHS’ Public Records/ Privacy Officer and other agencies, such as the Attorney General’s Office.

Duties:
Duties included, but not limited to:

  • Interprets complex federal and state laws and DSHS policies about confidentiality and applies them to ensure that public records requests are correctly responded to and records stored, retained and disclosed correctly;
  • Provides management consultation on confidentiality and public disclosure and exercises independent judgment and extensive knowledge of department programs and maintains effective working relationships with public disclosure and discovery staff statewide, tort investigations, OFM risk management staff, AAGs, requestors, program staff, the public and others;
  • Assists requestors in defining the scope of a record requests and provides expert assistance to staff in locating and retrieving responsive records;
  • Identifies needed redactions and assists other staff to identify and correctly redact information exempt from disclosure;
  • Coordinates the design of program policies and procedures and may conduct field visits for monitoring and evaluation;
  • Conducts records management training and workshops and responds to requests to speak and train on related subjects;
  • Oversees the way records requests are processed and provided to requestors and retained;
  • Trains and monitors lower level staff in the redaction of information exempt from disclosure, in the correct processing and retention process and in drafting and editing legally sufficient letters, memos, reports, etc, for the public disclosure/privacy and discovery internal and external distribution.
Qualifications:
REQUIRED EDUCATION, EXPERIENCE, SKILLS AND ABILITIES:
Bachelor’s degree in business administration, accounting, industrial engineering, or a related field and two years of experience in forms and/or records management. Or Six years of experience in forms and/or records management.

DESIRED EDUCATION, EXPERIENCE, SKILLS AND ABILITIES:
  • Understanding of confidentiality laws and policies and ability to maintain appropriate confidentiality at all times;
  • Able to work in an organized and professional manner with all types of requestors, state staff and the public to meet program deadlines;
  • One year of experience using ESA databases such as ACES, eJAS, Barcode, SEMS, or others to respond to requests, deliver clients services, audit/review the delivery of clients services or process actions (such as hearing or overpayments) related to client service using one or more ESA databases;
  • Experience redacting documents for public disclosure responses.

NOTE: This position is covered by a union security provision. Therefore, as a condition of employment, candidates who are appointed are required to become members of the Washington Federation of State Employees, or pay other representational fees within the first 30 days of employment.

NOTE: Hold a valid driver’s license when operating a state or privately owned vehicle on official state business and comply with Washington State's liability laws when operating a privately owned vehicle on official state business. State employees may be required to provide their own transportation when motor pool vehicles are unavailable.
