Our Research and Student Fiscal Services (RSFS) has an outstanding opportunity for a Receivables Manager. Research and Student Fiscal Services supports UW faculty with post-award research accounting, costing, and compliance; UW students with the fiscal administration of the student financial aid program (tuition and fees and aid disbursal); and the university as a whole with cash management, receivables, and cost accounting services. RSFS actively uses a Lean approach to continuously improve and streamline its business processes.
The Receivables Manager is responsible with the development and implementation of a receivables unit to service campus providing leadership for future growth. The Receivables Manager has primary responsibility for the unit, including execution of core deliverables, training, implementation and program oversight. As such, this position will have the ability to make significant decisions of authority, particularly real-time decisions which affect the ability to meet unit goals and timelines. The Receivables Manager will play a key role in the analysis, design, implementation, facilitation and improvement of receivables management, systems and processes by applying standard project management practices, lean principles and other process improvement techniques.
⢠In conjunction Purchasing develop, implementing, and manage an RFP process for contracting with outside collection agencies. ⢠Apply and knowledge to apply bankruptcy code governing a variety of debt across campus. ⢠Assist the Attorney GeneralâÂÂs Office with court proceedings. ⢠Manage the collection of fraud cases for all monetary issues; responsible to assure the state RCW43.09.330 in the handling of such cases.
⢠Apply knowledge of the federal and stated billing requirements for student loans; Student Fiscal Services is responsible for the billing of 15,900 federal and state student loans on monthly bases representing unpaid balances of $13,000,000.00 This position is to have in-depth knowledge of all processes handled by Student Fiscal Services and to counsel customers, helping them troubleshoot and resolve problems in the areas of financial aid, tuition, and student loans. ⢠Oversee collection process for Grant and Contract Accounting. Average number of outstanding invoices 20,000 representing $425,000,000.00 in outstanding receivables a year. Research and Student Fiscal Services (RSFS) supports UW faculty with post-award research accounting, costing, and compliance; UW students with the fiscal administration of the student financial aid program (tuition and fees and aid disbursal); and the university as a whole with cash management, receivables, and cost accounting services.
RSFS actively uses a Lean approach to continuously improve and streamline its business processes. Typical responsibilities and duties include: ⢠Handles all collection needs of federal and state funded student loans offered at the University of Washington; ⢠Monitors results for Grant and Contract Accounting receivables ⢠Perform direct collections (making phone calls and sending letters); ⢠Counsels customers with students student aid (loans, scholarships, grants, tuition exemptions, etc.) questions or problems, advising and educating them in financial matters âÂÂ" which may include outreach activities to students (presentations, small group sessions, etc.); ⢠Works with collection agencies to increase recovery rates for RSFS and other campus departments ⢠Handles complex and specialized customer advising (in person, by telephone and email). ⢠Assists Grant and Contract Accounting with problem sponsors. ⢠Is proactive in troubleshooting and resolving problems in a timely manner, consistent with customer service standards.
Provides outreach services for students to help educate about financial aid and other fiscal issues; ⢠Assures compliance/regulation needs are met by departments, billing service, and collection agencies; ⢠Assures security of data when referred to outside vendors ⢠Keeps current on bankruptcy code, federal/state laws governing the billing/collection of all of type of UW debt. ⢠Files bankruptcy claims on behalf of the University; ⢠Assists Attorney GeneralâÂÂs Office in preparing a bankruptcy case for court; ⢠Liaison between bankruptcy court and Attorney GeneralâÂÂs Office; ⢠Testifies in court as needed; ⢠Provides updates to state and internal auditors during the collections of frauds; ⢠Assists University of Washington Police with fraud issues where criminal/monetary issues exist; ⢠Works with the billing service to meet the ever changing federal regulations governing billing of student loans; ⢠Works independently to accomplish the job, while keeping director, unit managers and staff fully informed. The Receivables Manager has primary responsibility for the unit, including execution of core deliverables, training, implementation and program oversight. Supervisory: Manage Invoice Receivables staff, loan and financial aid collector and Merchant Credit Card staff.
⢠Oversee the hiring and training of staff in the receivables unit. ⢠Train campus departments on billing/collection of receivables; ⢠Trains new processing staff, and troubleshoots and advises, on ongoing bases. Requirements: Bachelor's Degree in related field and four to five yearsâ experience in student loan administration and/or collection of educational debt and other related University receivables to include knowledge of relevant federal & state laws and regulations. Communication and advising skills; two/three years of related experience in student loan administration and/or collection of educational debt and other related University receivables to include knowledge of relevant federal, state and university laws and regulations and familiarity with automated computer systems. Must have competent computer skills in Word, Excel, email, electronic scheduling, Access, etc. Must have experience working directly with students/customers and with databases.
Commitment to provide quality principles with a focus on the customer and development of new methods to improve service and efficiency. Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
