The International Training and Education Center for Health (I-TECH) is a collaboration between the University of Washington and the University of California, San Francisco. It is a center in the University of Washington's Department of Global Health and has offices throughout Africa, Asia, and the Caribbean. I-TECH's 700 worldwide staff work in partnership with local ministries of health, universities, non-govern! mental organizations (NGOs), medical facilities, and other org! anizations to support the development of a skilled health work force and well-organized national health delivery systems. I-TECH's activities occur primarily in the technical areas of health system strengthening; health workforce development; operations research and evaluation; and prevention, care, and treatment of infectious diseases.
I-TECH has an outstanding opportunity for a full-time Director of Human Resources. The Director of Human Resources will formulate, implement and assess effective people strategies in areas such as organizational design and development, staffing, orientation and integration, compensation, communications, performance management, leadership, and employee development. This person will ensure that human resources capabilities are aligned with the I-TECH strategies, plans and supporting goals. Global HR System Oversight and Management Serve as a strategic partner for I-TECH leadership and Country Offices in providing innovative thinking a! nd problem solving on global HR issues.
Champion consistent, reliable, and fair HR policies and practices globally and assure their implementation by Country Offices. Maintain and keep current the HR chapter of the Global and HQ Operations Manuals. Ensure recruitment of outstanding professional and support staff by providing direction and guidance to recruitment staff. Work closely with the UWâÂÂs Attorney GeneralâÂÂs office and in-country attorneys to understand employment laws in countries where I-TECH works, and facilitate development and implementation of employment contracts.
Represent I-TECH HR at the department level. Ensure compliance with federal, state, and local laws, directives, and mandates affecting staff in all areas, including employment, benefits, compensation, harassment, discriminatory practices, and affirmative action. Guide the design and development of Country Office salary structures, including compensation system administratio! n procedures. Work with Country Offices in periodically conducting mark! et studies to evaluate the competiveness of local pay and advise on implementing study results.
Review and approve across-the-board changes to Country Office salary structures, including cost of living adjustments. Develop and implement policies and practices governing expatriate benefit programs. Collaborate with the Directors of Operation and Finance to address global personnel and tax issues. Performance Management Assume a leadership role in managing challenging personnel issues by advising, coaching and guiding supervisors and directors throughout the I-TECH network.
Serve as the liaison with UW Human Resources and the Attorney GeneralâÂÂs office on all major complaints and investigations, such as those involving discrimination, harassment, and employee misconduct. Establish and oversee the administration of the performance review and planning process for I-TECHâÂÂs UW employees; and, advise Country Offices on the structure and process for evalu! ating the performance of Country Office employees. Serve as the approval authority for terminations or layoff of Country Office employees. Assure compliance with University rules and regulations in the termination or layoff of professional and classified staff.
Professional and Management Development Promote development of management and supervisory skills in all I-TECH offices. Champion the development of greater professional competence of I-TECHâÂÂs HR practitioners through regular communication, the use of the HR Competency Framework and other resources. Work with I-TECH leaders and Country Office HR practitioners in promoting ongoing professional development for all I-TECH staff. HR Team Supervision Work with HR team members in periodically setting goals, evaluating workload, and making assignments.

REQUIREMENTS: Bachelor's degree in Business Administration, Human Resources, Psychology or related field. Minimum of ten years of HR experience, with generalist emphasis, preferably in a complex international organization. Additional Requirements: Experience with developing country culture, customs, and HR issues. Ability to analyze and evaluate compensation systems and benefits programs.
Familiarity with emerging employee tax issues in the international arena. Enthusiastic leader with an emphasis on collaboration and finding positive solutions to complex interpersonal and performance-related problems. Excellent oral, written, and presentation skills. Ability to communicate with all staff with sensitivity, tact, and professionalism.
Discretion and ability to handle confidential matters. Demonstrated ability to foster diversity and respect. Strategic and creative thinker with superior analytical, people, and problem so! lving skills. Ability to juggle multiple priorities and to adapt to changing needs.
Demonstrated success at complex project management. Easily accessible and good listener who is dedicated to the goals and mission of the organization. Demonstrated proficiency with MSWord, Outlook, Excel, Internet search tools and PowerPoint. Solid working knowledge of state/federal employment and labor laws, including FMLA, ADA, & Title VII.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. DESIRED: Master's Degree in Human Resources Management, Organizational Development, Business or Psychology preferred. Experience in recruiting and sourcing candidates in highly competitive international markets. Experience with staff training and development.
Experience with training and communication using web-conferencing technology, such as Adobe Connect. SPHR! , GPHR, or HRMP certification Condition of Employment: Appointment to t! his position is contingent upon obtaining satisfactory results from a criminal background check. Willingness and ability to travel both domestically and internationally. Conditions in many countries present risks to health, and travel there may require extra health precautions such as malaria prophylaxis.
Early morning or late night calls to field offices may be necessary due to time zone differences between headquarters and the field offices.
