The mission of the Office of Fraud and Acc! ountability is to investigate and prosecute Welfare fraud Offe! nse’s and to monitor and assist local law enforcement agencies in the investigation of violations committed against welfare fraud and vendor/non-Title XIX providers in the criminal investigations programs. This position is responsible for conducting criminal investigations regarding suspected welfare fraud, to provide training and investigative assistance to law enforcement and social welfare agencies and to assist Prosecuting Attorneys with criminal prosecutions. The Office of Fraud and Accountability has one vacancy in Sunnyside, Yakima, Moses Lake, Kennewick, Pasco, or Wenatchee, WA.
Duties:
Independently conduct and resolve complex criminal investigations in order to substantiate allegations of welfare fraud in the Fraud Early Detection (FRED) Program. Investigations involve all public assistance programs administered by DSHS and to include but not limited to: TANF, Medical Assistance, SNAP, EBT misuse (i.e. trafficking, use at prohibitive location! s), and child care. Crimes investigated include, but are not limited to theft, forgery, perjury and violations pertaining to the unlawful receipt of public assistance (welfare) monies, medical benefits, food stamps trafficking and use at prohibitive locations. Identify, gather and preserve physical and documentary evidence- to substantiate fraudulent receipt of public assistance benefits and support a criminal investigation. Conduct witness and suspect interviews- on the telephone, in the field, at client homes, Community Service Offices (CSOs), and community sites to verify the accuracy of client and witness statements. Obtain written and verbal statements from witnesses, suspect(s), and/or subjects
Conduct surveillance. Interact effectively with the public, clients, law enforcement and agency personnel. Produce clear, objective, and effective investigative notes and reports. Analyze evidence to identify program and/or criminal violations- Use a combination of computer! database searches, field work and interviews to identify leads, resear! ch and interpret technical, professional, business, and financial records from multiple sources. Analyze and evaluate the relevance, reliability, credibility, and admissibility of evidence. Attend Administrative or Court Proceedings Investigator will be required to testify to their investigative work at Administrative Fair Hearings or court proceedings. Investigator will assist prosecutor at trial, if requested and may assist with witness coordination.
Qualifications:
REQUIRED EDUCATION, EXPERIENCE, SKILLS AND ABILITIES: Two years of experience in Washington State service as a Claims Representative. OR Three years of experience as an investigator with a criminal justice agency or criminal investigative agency of the armed forces, or investigating personal backgrounds, unfair and deceptive business practices, insurance casualty claims, or other directly allied field. OR
Equivalent education/experience.
ALSO REQUIRED
No! te: College-level course work with major emphasis in business administration, public administration, law, one of the criminal justice disciplines, or directly allied field may be substituted for the required experience on the basis of two years of college work for one year of experience, for all but one year of the required experience.
DESIRED SKILLS AND ABILITIES:
Three years of experience using computer databases to develop leads; locating individuals and/or assets; analyzing relevant information; reviewing policies, procedures, laws and/or rules for benefit eligibility or services, such as, but not limited to; public assistance, child support, unemployment, or worker's compensation benefits.
