About the Position:
You will serve! as an Attorney-Adviser (General) at the Regional Office of the Soldiers' Counsel (ROSC) under the direct supervision of the Supervisory Attorney-Adviser (General). You will provide Soldiers Physical Evaluation Board Counsel (SPEBC) legal services within the Office of the Soldiers ROSC.

As an Attorney-Adviser (General), you will:
 Provide legal services in support of wounded, ill, and injured Soldiers in the Physical Evaluation Board (PEB) and post-PEB process of the ArmyÂ's Integrated Disability Evaluation System (IDES).
 Apply knowledge of complex medical terminology, conditions and treatment to the clientÂ's ab! ility to perform military duties in order to effectively prepa! re legal presentations.
 Collect and review material evidence, to include medical records and military personnel records.
 Advise client on their legal options prior, during, and following their formal hearing.
 Present the SoldierÂ's case before the regional PEB.
 Prepare clients, witnesses, and documents for presentation to the PEB, using material evidence, persuasive legal argument, and relevant precedent.
 Negotiate the informal resolution of issues and cases with the PEB.
 Prepare post-hearing briefs, appeals, and correspondence, to include appeals to the US Army Physical Disability Agency (USAPDA) of PEB decisions, rating appeals to the appropriate VA office, requests for Continuation on Active Duty (COAD) and Continuation on Active Reserve (COAR), and other applicable authorized appeals. QUALIFICATIONS REQUIRED:
Applicants will be evaluated to determine if they meet the minimum qualification requirements and on the extent ! to which their application shows possession of the following knowledge, skills and abilities (KSAs) associated with the position. KSA's:
(1) Ability to analyze situations, render legal opinions and assist clients in the Military Physical Disability Evaluation System (PDES), including Medical Evaluation Boards, Physical Evaluation Boards, the Veterans Administration disability evaluation system, or other federal or state disability evaluation systems.
(2) Ability to apply knowledge and experience in general Health Law discipline to individuals or entities to include malpractice actions, HIPAA, Privacy Act and other related topics.
(3) Skill in Written Communication.
(4) Skill in Oral Communication.
(5) Ability to analyze legal assistance issues and assist clients in legal assistance practice areas.
(6) Ability to effectively, professionally, and ethically manage a heavy caseload of clients with complex legal needs.

TIME IN GRADE REQUIREMENTS: If currently employed as an attorney by the Federal Government must have completed 1 year at! the next lower level within 30 days of the closing date of the announcement, or previously served at the same or higher grade as the position being filled.
The following minimum qualification requirements must be met before applicants are eligible for further consideration.
 Education: An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
 Bar membership: Applicant must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.
 Experience: Applicant must have two or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanc! ed law degree such as an LLM may substitute for one year of the require! d professional legal experience.
