Accountability The Department of Social and Health Services, Economic Services Administration (ESA), Division of Child Support (DCS) is recruiting for one (1) position located in the DCS Headquarters Office in Olympia. *Please note that teleworking (working from another location outside the Olympia office) is not an option for this employment opportunity*

Duties:
Duties include, but are not limited to:
Responsible for preparing, monitoring, coordinating, and auditing contracts and agreements. Performs journey level professional contract administration with negotiation and preparation of complex contracts, interagency agreements, leases, and letters of und! erstanding, to provide or obtain services or goods for the age! ncy, including technical contract support activities such as contract cost/price analysis, contract compliance administration or contract property administration.
Performs analysis of proposals for technical requirements and cost factors.
Works closely with DSHS Central Contracts Services for unique contracting issues and procurement activities.
Negotiates with parties to any contract, agreement, etc. on terms and conditions establishing reasonable cost levels, equitable fees and profits, reporting dates and alternative proposals. Coordinates the evaluation of bids and proposals.
Guide and assist DCS program staff responsible for managing contracts in the preparation, drafting, managing, and monitoring duties for Data Sharing Agreements, Memorandums of Understanding, Personal Service, Purchased Service, Client Service and Interlocal Agreements.
Assure compliance with the terms of contracts and resolve problems concerning the obligations of either the Sta! te or private concerns. Settles contractor claims.
Provide backup for the DCS County Fiscal Liaison by learning the position duties, procedures, accepting training and direction, and demonstrating acquisition of skills required to successfully perform those position duties.

Qualifications:
REQUIRED EDUCATION, EXPERIENCE, SKILLS AND ABILITIES: A Bachelor’s degree with major study in business, public administration, or a closely allied field and two years of child support enforcement experience.

OR

A Master’s degree with major study in business, public administration, a J.D. or closely allied field, and one year of child support enforcement experience.

Additional qualifying experience will substitute, year for year, for the required education.
Additional qualifying education will substitute year for year, for the required experience. DESIRABLE EDUCATION, EXPERIENCE, SKILLS AND ABILITIES:

Education: A bachelor's or master's degree involving a major study in public a! dministration, business administration, law, business law, commerce, economics, mathematics, statistics, or allied field.

Experience: Negotiating, administering, or terminating government contracts, contract property management, contract cost or price analyses, or contract compliance administration.
Contracts experience.

Knowlege of: Regulations, policies, and procedures for preparation of contracts, agreements, etc; business and professional services, practices and trends, sources of supply and cost factors, contract terminology and development.
State statutes, federal regulations, policies, and court decisions pertaining to the child support program.
Attorney General opinions
Departmental regulations relating to dependent children, obligor parents, and other debtors.
Legal rights and remedies in support enforcement, paternity proceedings, and collection of accounts receivable.
Methods of obtaining information regardi! ng financial backgrounds and child support program eligibility.
DCS Support Enforcement Management System (SEMS)
Effective workload prioritization and ability to meet tight deadlines
Establishment, organization, and monitoring caseload management procedures and ability to supervise and train technical, professional, and other staff performing support enforcement activities.
Customer service principles and practices
Project Management
Child Support performance measures
Child Support grants
Contracts and data sharing agreements
Effective resolution of and ability to work with others to develop and implement solutions
How to analyze issues, develop and implement a course of action in a leadership capacity
Supervision, coaching, and counseling technical, professional, and other staff performing support enforcement activities in the Title IV-D agency

Expe! rt knowlege of contracts, grants, State of Washington contracting rules! , systems, policies, and requirements.
Child Support and Office of Financial Recovery programs and systems.
Knowledge and ability to use the DSHS ACD (Contracts Database Program).

Ability to: Deal with representatives of business, the professions and institutions, to agree on terms of contracts; assure compliance with terms of contracts, agreement, etc. and obtain timely delivery of goods or services at the most reasonable prices.

Supplemental Information:
NOTE: This position is stationed in Olympia. There is no option for teleworking from another location at this time.
This position requires the ability to travel overnight for site visits, monitoring, conferences, and meetings! . Must hold a valid driver's license when operating a state or privatel! y owned vehicle on official state business. Comply with Washington State's liability laws when operating a privately owned vehicle on official state business.
