The City of Vancouver is currently seeking qualified candidates for the position of Assistant City Attorney III in the City Attorneyâs Office. The individual selected for this position will provide a full range of civil legal services related to municipal government operations with an emphasis on civil litigation.
Assistant City Attorney III is a full-time, regular, exempt position.
This position is open until filled. First screening will be April 19, 2013.
Functions:
The candidate for this position must be able to: Lead and handle all aspects of civil litigation from intake through trial and appeals, including but not limited to legal research, claim evaluation, briefing, drafting pleadings, handling depositions, drafting and responding to discovery (e.g. interrogations, request for production, answers to discovery), handling pretrial motions and settlement conferences a! nd mediations; Effectively present and summarize cases to judg! es and juries, gather evidence, examine legal data, select jurors, argue motions, meet with judges, question witnesses and negotiate settlements of civil disputes; Advise City employees and City service areas on the legal propriety of proposed actions, as well as a variety of legal matters and coordinate efforts of City employees to prevent, resolve and respond to legal claims that arise. Advise City officials and departments on applicable changes to state and federal laws affecting City operations; Represent the City and its officers, employees and agents in court and in various administrative proceedings; Review, draft or revise various municipal legal documents including ordinances, resolutions, contracts and other documents; Research, study, and interpret laws, court decisions, ordinances, and other legal authorities and provide legal advice and opinions as requested; Attend meetings of City Council, boards and commissions and other groups as necessary to provide legal ! advice and counsel as needed.
Qualifications:
The candidate for this position shall have:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A Juris Doctorate from an accredited law school; License and membership in good standing in the Washington State Bar and license to practice law in the federal courts or ability to obtain admission to the Federal Bar; Five or more years of professional legal experience with an emphasis in litigation and related areas; Previous experience as in-house counsel, state attorney general or agency staff counsel is a plus; The Civil Litigation specialty is characterized by expert competence in civil litigation in state and federal courts and before administrative bodies. In addition to the basic qualifications listed above, this assignment requires superior communications skills and significant post JD trial and negotiation experience, includin! g strong advocacy skills.
Knowledge of: Legal principle! s and their application within area of assignment; Federal, state, and local laws, codes and regulations pertinent to assignment; The methods, procedures, and practices used in the preparation of legal specialty; The organization, powers, and limitations of municipalities; Operational characteristics, services and activities of a municipal law program.
Ability to: Analyze legal problems and apply legal principles and practices; Present facts, arguments and laws clearly and logically in written or oral form; Conduct legal research; Draft ordinances, contracts and other legal instruments, including pleadings and briefs; Represent the City in various civil and criminal proceedings; Negotiate settlement of disputes when warranted; Prepare sound legal opinions; Apply sound principles of reasoning to a wide range of legal, intellectual and practical problems; Read, analyze and interpret complex legal documents; Present persuasive and well-reasoned arguments in cou! rts as well as public meetings; Effectively and efficiently perform the duties of this position under stressful circumstances; Carry out assigned projects to their completion and meet deadlines.
