Please submit your application materials by October 18, 2012. ** The Washington State Department of Corrections (DOC) is seeking a highly motivated and qualified individual for the position of Community Corrections Supervisor (CCS) in the Community Corrections Division Section 2 â€" located at the Yakima West Field Office in Yakima, WA. The incumbent will report to the Northwest Regional Administrator.

The DOC, as a partner in the criminal justice system, enhances public safety, administers criminal sanctions and programs in accordance with the law, and provides leadership for the future of corrections i! n Washington State. The Department consists of the Office of t! he Secretary, Prisons Division, Community Corrections Division, Administrative Services Division, and Health Services Division. The Department employs over 8,000 staff and has a biennial budget of approximately $1.8 billion. Position Objective: In support of DOC's mission: The Department of Corrections, in collaboration with its Criminal Justice partners, will contribute to staff and community safety and hold offenders accountable through administration of criminal sanctions and effective re-entry programs. This position supervises 5 Community Corrections Specialist; 2 assigned to Spokane, 1 assigned to Richland/Kennewick, and 2 assigned to Yakima. Ensures DOC policy and Community Corrections directives and procedures are met and offender services are delivered and brokered. Ensures special projects or assignments are completed on schedule. Works with staff to meet workload requirements within given resources. Management of the physical office facility, vehicles disa! ster preparedness, officer and office safety and other physical resources required to achieve the mission of the agency.

Duties:
Under the supervision of the Regional Administrator, this position provides direction and quality control for staff as they carry out the directives of the department in the supervision of adult offenders. The position requires supervision of specialized programs, overseeing local budgets and facility operations: interfacing with community and criminal justice agencies. In addition to the essential required functions of all state employees, this position has the responsibility to oversee and manage the day to day operations of the Community Response Unit Specialist assigned to all Eastern Washington Counties. The supervised Specialists work in collaboration with the CCD Field Offices, local, state, and federal law enforcement agencies as identified in the existing MOU/Partnership listing.

Key responsibilities includ! e: Coordinating administrative and law enforcement activities relat! ed to wanted persons, fugitives from justice, career criminal apprehensions, criminal investigations, and offender accountability. Actively participate as a team leader in all activities. Works directly with law enforcement command staff in creating, reviewing, and providing input regarding law enforcement operations plans, warrant services, and tactical operational situations. Act as first responder and contact person for emergency situations concerning CRU, USMS, FBI, prison, and work release escapes, CRU Specialist are assigned by the CRU Supervisor on a case by case basis. Complete all confidential incident reporting, use of force reporting, operational reporting, and statistical analysis reporting, provided to those in the chain of command within DOC and outside law enforcement agencies. Supervising a staff of Community Corrections Specialist; the incumbent will plan, lead, organize, set priorities and assign duties to meet workload requirements. Ensuring DOC policy an! d Community Corrections directives and procedures are met and offender services are delivered and brokered. Interviewing applicants for CRU staff positions, and supplying justification of each selection to the appointing authority. Developing, implementing, and reviewing annual goals promoting a professional work atmosphere. Maintaining good public relations with local community agencies and resources such as law enforcement, prosecutors, judges, etc. Conducting staff meetings on a regular basis and attends Regional Administrator meetings or other upon request. Executing special duties as assigned by the Regional Administrators. Approving purchases as appropriate and in accordance with allotted funds. Assisting in budgetary developments. Working independently and makes crucial decisions on a daily basis. Promoting the mission/goals of DOC within the community through the swift response to violation behavior, enforcement of state and federal laws, fugitive apprehension, offe! nder accountability, networking, information sharing, etc. This positio! n requires high functionality with various computer software programs such as OBTS, OMNI, DISC, DAPS, OUTLOOK, and access to secured law enforcement software such as ACCURINT, JABS, FIREBIRD, LINX, etc.

Qualifications:
Required: Four year degree from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA); Five or more years’ experience in adult or juvenile corrections; Two years of experience as a commissioned peace officer or governmental investigator who has enforced state and/or federal law with arresting powers; Successful completion of a basic law enforcement academy or equivalent training as determined by the appointing authority; Carrying a firearm is mandatory and requires successful completion of the firearm academy, psychological screening, Level 1 and 2 Defensive Tactics, ground fighting and weapons retention; Possess a valid W! ashington State driver’s license; Demonstrated ability to work in a recognized partnership with law enforcement partners to apprehend fugitives and/or participate in criminal investigations; Must be fingerprinted and undergo an extensive background check as part of the appointment procedure. Excellent oral and written communication skills; High function computer skills. Desired: Two years’ experience as a supervisor or lead worker; Two years’ law enforcement experience; One year experience within a Community Response Unit; Knowledge of resource management, staff development and training, experience conducting performance evaluations, audits, and corrective actions; Knowledge of civil service rules, Collective Bargaining Agreements, budgeting, delegation of duties and workloads, and state and federal laws; Training in various law enforcement specific arrest tactics; Expertise in law enforcement tactics and arrests, defensive tactics, hostage negotiations, state and fed! eral seizure laws, criminal investigations; Demonstrated ability in pro! viding positive leadership in times of stress, conflicts, and unforeseen events; Ability to promote teamwork and foster cooperation among staff and partners; Experience / training in the use of computers and various software programs to include law enforcement sensitive databases and programs; Completed a law enforcement academy or equivalent law enforcement training programs, carry a firearm, have knowledge and abilities to conduct and provide leadership for law enforcement tactical operations; Determination to follow through with a project; Ability to foster and maintain good working relationships with other supervisors, staff, and law enforcement personnel in order to improve public safety, accountability, and improve the overall program integrity; Strong leadership and mentoring abilities. Special Requirements/Conditions of Employment: 2 years’ experience as a full time Peace Officer or Governmental Criminal Investigator with the power to arrest and enforce state/fede! ral laws. Successful completion of the Adult services Academy within mandated timeframes. Successful completion of New Employee Orientation within mandated timeframes. Successful completion of the Basic Law Enforcement Academy or equivalent. Maintain defensive tactics qualifications. Successful completion of DOC re-qualification training when authorized by the Department to carry a firearm. No criminal convictions to include domestic violence and controlled substance convictions. Must complete a criminal disclosure form prior to employment. In an emergency situation employees may be asked to stay for an extended period of time and perform duties appropriate to the situation.
