Duties:
This overtime exempt Professional Licensing Manager 2 (PLM2) works within the Public Protection Unit managing a regulatory compliance complaint and legal caseload. This unit consists of three professional licensing and registration programs for Private Investigators, Private Security Guards, and Bail Bond Agents/Bail Bond Recovery Agents. The PLM2 is responsible for the investigation of complaints and formal disciplinary actions against licensed professionals. This position initiates investigative inquiries of licensees or license applicants based on violations of the law or possible violations of State laws or regulations. The PLM2 works with staff attorneys and/or Assistant Attorney General to prepare statement of charges, stipulated agreements and final orders. This position also reviews and evaluates completed investigation and audit files to assure statutory authority for program recommended administrative actions resulting from violations of regulatory licensing laws and rules. The PLM2 may be required to testify at administrative hearings and respond to fulfill public record requests.
This position evaluates documents used to verify compliance with licensing requirements, approves applications, and prepares statement of grounds for denial. This position also supervises a customer service specialist team of four employees to include prioritizing workloads, managing licensing processes, and training, coaching, and correcting staff.

High School Graduation or equivalent
Three years of experience in each of the following:
Working with budgets or collecting mathematical data Independently composing written and verbal responses to customers explaining decisions regarding eligibility and compliance issues as well as providing solutions when available Proofreading other's writing
Two years of experience in each of the following:
Supervising staff to include training, assigning work, performing corrective action, and monitoring leave Evaluating information to include reading and creating legal documents, and using independent judgment to determine compliance Coordinating with others inside and outside of the organization to share information, make decisions, arrange for services, and/or implement solutions to problems or complaints. Researching, evaluating and drawing conclusions from data, supporting recommendations with fact and accurately interpreting and consistently applying WACs, RCWs, and policies Explaining and enforcing RCWs and consequences of non-compliance, and sharing information with appropriate authorities Proficiency in Microsoft Word and Excel Six months of experience in delivering training and/or educational programs to stakeholders, staff or industry groups Preferred Qualifications In addition to the above listed qualifications, the most competitive candidates will also have the following qualifications:
Knowledge of administrative law legal processes Experience in employment type background check procedures and policies of the Washington State Patrol and the Federal Bureau of Investigation Experience in regulatory licensing and enforcement Experience administering exams Experience explaining complex information regarding WACs, RCWs, and policies, procedures or services to answer questions, resolve problems, or communicate decisions or actions
