Duties:
The Department of Social and Health Services is seeking an experienced Labor Relations professional for the Human Resources Division. This position is located in Olympia, WA. The Labor Relations Office Chief is accountable to the Senior HR Director for managing the Labor Relations Section and administering the DSHS comprehensive statewide labor relations program, which includes three collective bargaining agreements covering some 14,000 employees and counseling and coordinating the Departmentâs process of carrying out the requirements of Chapter 41 RCW, State Civil Service Laws, and Chapter 41.80 RCW, State Collective Bargaining. This position directs and administers HR strategic and tactical handling of labor relations activities. Provides an advanced level of professional counseling and consultation to the Departmentâs executive leadership, appointing authorities, and Labor Relations Specialists. The professional in this position will be responsible for the development, implementation, and compliance with negotiated Collective Bargaining Agreements, and state and federal employment laws, rules, policies and procedures.
The Labor Relations Office Chief manages the Labor Relations Section. Determine the staffing and resource needs to accomplish the Departmentâs labor relations goals and objectives, ensuring each staff member understands the functions and mission of DSHS at a strategic level.
Directs and administers the Department's statewide labor relations policy and program. Provides an advance level of professional coaching and consultation to executive leadership, appointing authorities, Labor Relations Specialist, and HR professionals in the administration and compliance with the negotiated Collective Bargaining Agreements (CBAs) and maintaining a respectful working relationship with the labor organizations.
Formulates the Department's strategic position on labor relations issues and represents the Secretary and Senior HR Director in strategic CBA and LR discussions with the Office of Financial Management (OFM) Labor Relations Office and the Office the State Human Resources Director, Attorney Generalâs Labor and Personnel Division, Governorâs Office, other Departmentâs Labor Relations staff, and the Public Employment Relations Commission (PERC). Speaks for the Department regarding the administration of the CBAs and addressing labor organizations concerns and issues. This position also Maintains records and prepares reports on bargaining unit activities, including statistical reports on cases, findings, and resolved issues. Assembles and analyzes information on trends in labor relations. Prepare management studies on a variety of labor relations issues, policies and procedures.
Qualifications:
The Department is seeking experienced candidates who meet, or preferably, exceed the following:
A Bachelor's degree in personnel management, business administration or public administration AND five years of experience managing a labor relations section in a human resource program utilizing human resource management principles and practices.
Additional qualifying experience may substitute for the educational requirement.
