The FTC seeks to ensure that the nation's markets function competitively and are vigorous, efficient, and free of undue restrictions. The FTC also works to protect consumers from unfair, deceptive, and fraudulent practices in the marketplace. The FTC conducts economic analyses to support its law enforcement efforts and to contribute to the policy deliberati! ons of the Agency, the Congress, the Executive Branch, and oth! er organizations.
The FTC is seeking an experienced attorney to serve as Assistant Regional Director in the Northwest Regional Office, located in Seattle, Washington. The Northwest Regional Office carries out the FTC's antitrust and consumer protection programs in the geographical area that includes Alaska, Idaho, Montana, Oregon, Washington, and Wyoming. Programs sometimes involve work and travel outside this geographical area. Candidates should have excellent legal research and writing abilities, including strong organizational and analytical skills in presenting written arguments, and excellent oral communication skills. Candidates also should be able to work effectively with other people, exercise sound judgment, and exhibit a strong interest in the work of the agency. KEY REQUIREMENTS

This position is located in the Northwest Regional Office of the Federal Trade Commission (FTC). If selected as Assistant Regional Director, you will assist the Regional Director in planning, organizing, directing, and evaluating the work of attorneys, investigators, other professionals, and administrative staff engaged in investigation, negotiation, litigation, rulemaking, compliance, and consumer and business education activities.
The principal efforts of the regional office staff are directed toward enforcing the consumer protection laws, which protect the nation's free market economy. To accomplish this, the staff investigates alleged violations of the law, represents the Commission in federal district court litigation, negotiates settlements, and conducts formal litigation before Administrative Law Judges.
Within the territory served by the regional office, you will be responsible for assisting the Regional Directo! r in establishing and maintaining programs that foster effective federa! l-state-local relationships to facilitate compliance with antitrust and consumer protection laws. You will assist the Regional Director in managing the office's large docket of complex administrative and federal court litigation. The office responds to invitations from entities at all levels of the government to encourage policies that are consistent with and that foster the fundamental goals of the FTC. You will serve as a spokesperson for the Federal Trade Commission on matters of regional concern in interviews with representatives of business, industry, the news media, consumer groups, state and local authorities, and the general public.
You must work effectively with the Regional Director, directors of the Bureau of Competition, the Bureau of Consumer Protection, the Bureau of Economics, the assistant and associate directors of various program areas, and other managers in headquarters to implement the agency's strategic plan for fostering consumer protection. Within! that strategic plan, you will assist the Regional Director in establishing work priorities for the office, initiating changes in program emphasis, and assuring that the total resources of the office are effectively utilized. Your management responsibilities will include assisting the Regional Director in defining organizational relationships within the office, providing training and development opportunities for the staff, establishing performance standards, recommending employees for promotions and performance awards, correcting performance deficiencies, and initiating disciplinary actions. QUALIFICATIONS REQUIRED:
Applicants must have attained the first professional law degree (LL.B or J.D.) from an accredited law school and be an active member in good standing of a bar of a state, the District of Columbia, Puerto Rico, or a U.S. territory.
For the GS-15 level: In addition to a law degree and active bar membership, you must have 60 months of legal experien! ce after graduation from law school. At least 18 months of your legal e! xperience after graduation from law school must be comparable to the GS-14 level. Please note that prior experience, legal and nonlegal experience gained before completing law school cannot be used to satisfy the post law school experience requirements.
Applicants should be familiar with the FTC and its procedures, practices, and policies. In addition, you must demonstrate excellent writing skills, be able to work effectively with other people, and exercise sound judgment. You should also possess significant litigation experience, preferably in federal court; a strong analytical background; significant knowledge of consumer protection and antitrust laws; a strong commitment to the public interest; and experience in managing people in a variety of job titles and/or large projects or cases.
