POSITION DESCRIPTION: T his position will manage the Seattle Police Departmentâs automated enforcement program, which includes 36 Red Light Cameras, 8 Fixed School Zone Cameras, and a Speed Van for mobile enforcement on authorized arterials and in School Zones. This program will be expanding in 2014 to include up to 20 more school zone cameras. The position will serve as a senior advisor and program analyst in the SPDâs Finance & Planning Section, reporting to the Finance & Planning Section Manager.
Job Responsibilities:
Under minimal supervision, the posit! ion will be responsible for managing all aspects of SPDâs au! tomated enforcement program, including budget development and management, program monitoring and evaluation, and communications with the public, City stakeholders and elected officials. Activities will include (1) negotiating and managing all contracts and work orders with the Cityâs camera provider; (2) monitoring and reporting on a quarterly basis speed reduction and other performance metrics as well as other designated program outputs; (3) interfacing with City officials on program delivery; (4) developing program implementation policies; (5) drafting associated legislation for Mayoral and Council approval; (6) serving as an advisor to the Mayorâs School Safety Action Plan committee, the Road Safety Action Plan committee, and the Be Super Safe Campaign committee; (7) regularly advising the Mayorâs attorney on policy issues related to any associated civil liberty issues; (8) serving as the SPD technical expert on automated enforcement cameras; (9)presenting briefing! s to the Chief of Police, the Mayorâs Office, and the City Council; (10) working directly with the media, neighborhood organizations, PTAs, and other government agencies, (11) serving as the lead in defending the Mayorâs Office policies and positions on the School Safety enforcement program; (12) participating or leading inter-departmental teams that will include staff from the Seattle Transportation Department, Council Central staff, City Budget Office, and Seattle Municipal Court; and (13) regularly interfacing with the SPD Chief of Staff, the Senior Command and the SPD Traffic Section.
Qualifications:
Required Qualifications: This position requires:
- A bachelorâs degree in government policy, economics, or a related field or a combination of four years of work experience and training will be evaluated on an individual basis for comparability to the minimum experience requirement.
- An understanding of basic scientific re! search methods, including rudimentary statistical and data analysis tec! hniques.
- The successful candidate will have at least 5 years of experience in government policy development and program management; have excellent communication skills, and be able to produce concise, well written policy briefs for command staff, policy makers and City Council.
- The person in this position must have excellent organization skills and be able to manage multiple projects on an ongoing basis.
- The successful candidate must also be familiar with Microsoft Word, Excel, and Outlook.
- The applicant must successfully complete a Seattle Police Department comprehensive background investigation.
Candidates that are chosen for interviews must also submit work samples that can include briefing memos, letters, and/or reports of an official or non-official nature. Samples should also incorporate elements of data, including graphs, charts, or excel tables. Samples provided should not exceed 10 pa! ges. All material will be held confidential and shredded once the hiring process has been completed. Exemplary candidates will have knowledge of police department operations and/or a background in transportation planning as well as a basic understanding of the City of Seattle policies and procedures. They will have proven experience in problem-solving, with minimal supervision; exemplary customer service skills under stressful situations; and ability to perform assigned tasks under pressure of deadline. Must be detail oriented, highly organized, self-motivated, be able to multi-task, and be able to work with schedules that are often conflicting, competing, and time sensitive.
