The Department of Social and Health Services, Economic Services Administration (ESA), Division of Child Support (DCS) is recruiting to fill one (1) Support Enforcement Officer 2 position in the Retained Support Team within the Olympia DCS office, located in Tumwater, Washington.
This is an in-training position for a Support Enforcement Officer 2. All levels of the SEO series are encouraged to apply.
Duties:
DUTIES INCLUDE BUT ARE NOT LIMITED TO:
Provides direct services to clients, establishing, modifying, and enforcing financial and medical child support obligations.
Works with parents and/or their attorneys to establish child support obligations and potential sanctions which may be imposed s! hould they not comply. Uses de-escalation skills as necessary ! during the course of the interview/meeting process.
Research and locate income information, calculate financial and medical child support obligations, calculate arrears balances, prepare and serve legal notices, negotiate settlements as appropriate.
Manages an assigned complex high-volume child support caseload, within program standards, policies, procedures, and mandated timeframes while utilizing all appropriate performance measurements;
Reviews, evaluates, and makes initial determinations on requests for services from a variety of sources;
Interprets case information and conducts case actions for needed establishment and/or enforcement of child support and medical support orders in compliance with State laws, rules, regulations, and procedures;
Reviews child and medical support orders for initiation of modification procedures as needed including actual modification and finalization of various administrative orders;
Maintains current! knowledge of child and medical support laws, rules, policies, and procedures;
Provides professional, timely and responsive customer service to a diverse set of stakeholders including clients or customers, co-workers, other agencies, and the general public while strictly adhering to all laws and policies regarding confidentiality
Qualifications:
REQUIRED EDUCATION, EXPERIENCE, SKILLS AND ABILITIES: At the SEO 1 Level Bachelorâs degree from an accredited educational institution
OR
Two (2) years post secondary education and/or AA degree and two (2) years experience in one, or a combination of the following: collection of debts; determining financial responsibility or determining eligibility for programs or services; research into financial backgrounds and claims; adjustment of claims or finance including providing assistance to client/customers regarding inquiries, complaints or problems or child support collection experience in anothe! r state.
OR
Four (4) years experience in one, or a combination ! of the following: collection of debts; determining financial eligibility for programs or services; investigation; adjustment of claims or finance including providing assistance to client/customers regarding inquiries, complaints or problems or child support collection experience in another state.
OR
Two years as a Support Enforcement Technician At the SEO 2 Level One year as a Support Enforcement Officer 1
AND
Completion of one year Support Enforcement Officer in training plan.
OR
Equivalent education/experience
DESIRABLE SKILLS AND ABILITIES:
Excellent communication skills and ability to explain complex issues in a manner understandable by a diverse public
Math skills to quickly and accurately calculate support obligations and arrearages
Case management skills as demonstrated by the ability to manage a large, growing, and diverse caseload.
Conflict resolution skills to de-escalate emotionally charged interactions with! clients.
Investigative and interview skills to find information from a variety of sources, databases, and people in order to confirm clients' location, employer, and assets.
