SUMMARY OF POSITION
Coordinates Performance Improvement activities. Assists in the development of quality, cost-effective services, monitoring quality and compliance of standards and coordinating activities with internal and external constituencies.
PRINCIPAL ACCOUNTABILITIES
Essential Functions
Coordinates and implements PI activities. Develops innovative ways, both within the program and externally, to improve the quality and performance of services. Reviews program needs to re-engineer work activities and assignments within the scope of his / her authority.
Collects information needed to support the organization-wide PI program; initiates reviews as determined by PI Core Committee; assists in relating data to regulatory agency requirements, i.e., PRSN, DBHR, CMS, JCAHO and licensing agencies; submits data to Management Team and PI Core Committee as appropriate; maintains record of all relevant data and assist! s in the development of tools to facilitate collection of data! .
Chairs the PI Core Committee, sets the agenda, provides minutes to staff and maintains current information on PI activities and PI Core Committee meetings.
Supervises Medical Records Dept., ensuring all clientsâ documentation is scanned into the EMR, that Releases of Information, Medical Records notes and voice mails and faxes are processed daily and that the MR staff communicate regularly with clinical providers regarding ROI format, agency policy and HIPAA.
Conducts annual HIPAA all staff training, assists in the development & distribution of agency training calendar and attends trainings, lunch & learns, etc., to expand knowledge base of agency operations and staff functions and to ascertain if policy or procedures need revision.
Develops, with Management input, annual PBH Performance Improvement Plan
Represents the agency in regional PRSN meetings: Quality Improvement Committee, HIPAA Compliance Committee, Corporat! e Compliance Committee, UMC & Clinical Directorsâ Meeting
Prepares for and coordinates regulatory site-visits with the PRSN, DBHR and DOH, etc. by reviewing audit tools, meeting with appropriate staff or department supervisors and checking agency preparedness for audits. Develops Corrective Action Plan (CAP) for deficiencies and monitoring the development and agency compliance with CAP.
Reviews and processes Sentinel Events.
Participates in the New Employee Orientation, informing new staff about the Performance Improvement program and areas of responsibility for which they may have involvement.
Researches and writes new policy and procedure, as needed, and reviews and revises existing policy and procedure to ensure to meet Washington Administrative Code (WAC) and other contractual obligations.
Investigates grievance allegations; drafts findings and response letters for the Directorâs signature; presents grievances to the PICC! and ensures grievance data is submitted to PRSN, as required.
! Conducts two Clinical Client Satisfaction Surveys a calendar year and one Staff Satisfaction Survey a calendar year. Tallies responses and prepare multiple summary reports for all staff levels of the agency.
Reviews subpoenas and coaches staff, if necessary, on being HIPAA compliant during testimony. Contacts attorneys regarding staff testimony, record access, and staffâs ability to testify in matter, etc.
Provides annual written reports to Board of Directors, Management Team and PI Core Committee.
Surveys / Inspects / Reinforces PRSN / DBHR / CMS / JCAHO / HIPAA standards by maintaining written documentation on random inspections, conducting mock surveys.
Role models, coaches, and assists personnel in the areas of Performance Improvement, through educational training activities.
Participates in system-wide committees and task groups. Works in a collegial manner with all Center employees.
Attends and participates in r! equired departmental meetings and educational in-services.
Works with HR Coordinator to ensure staff compliance with mandatory training and
credentialing.
Marginal Functions
Assists in centralizing, consolidating and monitoring of administrative and clinical policy and
procedure manuals.
Participates actively in professional organizations in order to further education, professional
growth and networking.
KNOWLEDGE AND SKILL REQUIREMENTS:
Essential Requirements:
Masters degree in Health related field (i.e. Social Work; Psychology or related field)
Computer Literacy (MS Office Suite 97, Microsoft Publisher, Microsoft Access and Excel)
Preferred Requirements:
Professional Li censure (i.e. LCSW, LPC, RN/MSN, etc.)
Essential Background and Experience Requirements:
5 + years in Mental and / or Medical Health Care setting
2 + years! Supervisory experience
Working knowledge of PRSN, MHD, JCAHO,! HIPAA
Advanced verbal and written communication skills

NATURE AND SCOPE
Implement, facilitate and monitor, performance improvement activities and committees related to MHD licensure, JCAHO accreditation, employee orientation, and patient and staff satisfaction surveys in order to meet the regulations and standards for PRSN, MHD, CMS, JCAHO, HIPAA.
