The Emergency Management Division has a great opportunity for you to assist in the implementation of the statewide Tsunami/Earthquake! /Volcano Program.
Under the supervision of the Mitigation & Recovery Section Manager, the incumbent is responsible for providing professional level emergency management and public education assistance in the implementation of the statewide Tsunami/Earthquake/Volcano program.
The Washington State Geologic Hazards Program is a state-level earthquake, tsunami, and volcano risk reduction program that, in cooperation with the Department of Homeland Securityâs Federal Emergency Management Agency (FEMA), United States Geological Survey (USGS), National Oceanic and Atmospheric Administration (NOAA) and other federal, state, and local agencies, and Native American Tribes, promotes geologic hazards mitigation, public education & outreach, response and recovery planning, and preparedness activities within Washingtonâs communities..
The Washington Military Department's mission is to minimize the impact of emergencies and disasters on people, property, environm! ent, and the economy of Washington State and the region; provi! de trained and ready forces for state and federal missions; and provide structured alternative education for opportunities for at-risk youth.
Duties:
Duties and responsibilities include, but are not limited to the following:
In support of the Tsunami/Earthquake/Volcano program, provides public education, outreach, training, technical assistance,, and professional support to tsunami at-risk communities in support of the National Tsunami Hazard Mitigation Grant program goals and objectives.
Actively works to promote coordination between state, local and federal agencies, businesses, and citizen groups involved with or interested in tsunami, earthquake, or volcano hazard preparedness, and mitigation response and recovery.
Conducts public education, outreach, and training to meet goals, objectives and program requirements.
Attends and represents the program and agency at program related state, local, national and regional forums, confere! nces and workshops . Participates in the development and implementation of projects designed to meet specific program goals of the National Tsunami Hazard Mitigation Program.
Analyzes strategic policy issues for possible implementation in the program.
Provides professional level program support to the various sub-committees and workgroups that the program supports, such as the Seismic Safety Sub-Committee, the State/Local Tsunami Workgroup, and as appropriate to volcano specific workgroups. Responsible for all aspects of grant management for the National Tsunami Hazard Mitigation Program.
Ensures that required documentation for contract conditions and contract closure are obtained.
Initiates grant closure procedures and assists in contract and grant close-out processes. Monitors the Tsunami/Earthquake/Volcano program fiscal/budget tracking, reconciliation and reporting requirements. Responsible for accurately creating, tracking and reconciling budg! et worksheets.
Develops budget proposals, allotment of appropriated! funds, and budget monitoring against approved allotments.
Track and monitor reporting requirements for federal grants (FEMA, NOAA) received by the program.
Qualifications:
Required Qualifications :
Two years of experience as an Emergency Management Program Specialist 1
or
A Bachelor's degree and two years of professional level experience in emergency management, financial management (grants, contracting, claims management, budgeting), training/education, public information/affairs, program/project management, environmental analysis or planning, civil/structural engineering, legislative affairs, and/or urban planning.
Additional qualifying experience will substitute, year for year, for the education requirement. A Master's degree or PhD will substitute for one year of the experience requirement.
Preferred/Desired Abilities/Competencies :
Experience in public speaking to include teaching, train! ing or presenting to small to medium groups to teach a skill or relay critical information.
Use of spreadsheet software, such as Microsoft Excel, to create and manipulate large or complex spreadsheets, use complex mathematical formulas to calculate data and link worksheets. Import data from other sources, filter lists, and create and format charts and graphs.
Grant or contract management to include experience assisting in the development, negotiation, implementation, monitoring, and evaluation of grants/contacts for federal, state, local governments, or private entities.
Ability to utilize good verbal and written communication skills that are appropriate to both the complexity of the topic and the knowledge and understanding while representing the Department at professional and public forums.
Ability to listen attentively, identify issues, provide options, fulfill services, and/or exercise knowledge of laws and regulations to assist other! s and/or resolve complaints or conflicts.
Ability to develop a! nd maintain tracking systems for grants.
Handle highly stressful or adverse situations, make good decisions, work calmly and accurately, and help calm others.
Independently analyze complex problems and judge best solution or action to resolve or respond to difficult situations.
Supplemental Information:
Must successfully complete the appropriate background checks. Must be willing to sign releases of information and shall not have access to any investigative materials and files. The processing of background checks can take up to six months post-employment. Failure to successfully pass a background check may be cause for termination.
Ability to serve in an operational capacity in the Emergency Operations Center, joint information center and/or field offices or command posts during emergencies and disasters which may include shift work, rotating hours, and long hours to assist with disaster response and recovery.
Must pos! sess a valid Washington State driver's license and be qualified to drive a state vehicle as required to accomplish program requirements.
This position is covered by a union shop provision. Therefore, as a condition of employment, candidates who are appointed are required to become members of the Washington Federation of State Employees, or arrange to pay to that union a fee equivalent to its regular monthly dues. The union shop provision shall be effective on the first day of the month following the employee's initial 30 days in this classification.
