The Department of Social and Health Services (DSHS), Economic Administration (ESA), Division of Child Support (DCS) is recruiting for one (1) Non-Permanent (6 month duration) Support Enforcement Officer 4 position located in the Olympia DCS Headquarters Office. This position supervises a team of professional and/or technical Support Enforcement staff.

Duties:
Duties included, but are not limited to:

  • Supervises and trains Support Enforcement Officers and other personnel in all aspects of performing IV-D program functions to include: establishments, enforcement, locate, review and perfor! mance auditing;
  • Formulates and establishes team proce! dures and expectation and assigns team work, promoting working relationships internally and externally;
  • Models personal, interpersonal, and organizational leadership competencies as defined by the administration;
  • Align actions and decision-making to the organization’s core values, goals, and outcomes;
  • Supervise within a collective bargaining environment;
  • Manages and evaluates and conducts timely employee evaluations;
  • Manages, plans and implements staff accountability and corrective action;
  • Assesses training needs and coaches and mentors staff;
  • Acts on behalf of peer SEO Supervisors in their absence;
  • Provides input on policy clarifications, emergency procedures (canary notices) and manuals for DCS staff statewide.
Other duties as assigned.

Qualifications:
REQUIRED EDUCATION, EXPERIENCE, SKILLS AND ABILITIES: One year as a Support Enforcement Officer 3. OR Two years! as a Claims Officer or Support Enforcement Officer 2. DESIRABLE SKILLS AND ABILITIES:

Knowledge of State statutes and Federal regulations and policies, Federal case processing standards, court decisions, Attorney General's opinions.

Knowledge of Departmental regulations relating to children, obligor parents and other debtors.

Knowledge of principles and practices in probate, domestic relations, bankruptcy, labor/employment, business, insurance, Tribal, administrative, Federal and State tax, real and personal property, pension, procedural, military, secured transactions and debtor/creditor laws.

Techniques for skip tracing and locate processes, using both electronic and conventional methods; techniques of interviewing, accounting and collection practices.

Methods of obtaining information regarding financial backgrounds and child support eligibility.

State of Washington policies and procedures for personnel and labor rela! tions.

Project Management techniques.

Ability to reso! lve problems effectively and work with others to develop and implement solutions; supervise, coach and counsel technical, professional, and other staff performing support enforcement activities in DCS and perform support enforcement caseload duties; comprehend statutes, court decisions, departmental regulations and programs available to qualified applicants; maintain confidentiality in and outside the workplace, and conduct effective meetings.

Supplemental Information:
This position is covered by a union security provision. Therefore, as a condition of employment, candidates who are appointed are required to become members of the Washington Federation of State Employees, or pay other representational fees within the first 30 days of employment.

Must comply with Washington State's liability laws when operating a privately owned vehicle on official sate business. State employees may be required to provide their own transportation when motor pool v! ehicles are unavailable. Employees will not be reimbursed for out-of-pocket costs for damages and deductibles related to their privately owned vehicles.
