David Evans and Associates is currently seeking a Business Analyst II to join our onsite project team located in Vancouver, WA.
This position is located within Transmission Servicesâ Policy an! d Strategy, Transmission Policy Development & Analysis (TSPP) organization in Vancouver, WA. This organizationâs primary tasks are to focus on policy development, enabling BPA Transmissionâs commercial business and ensuring regulatory standards are understood and applied in the commercial business, planning and operations efforts. Transmission Policy Development and Analysis develops, analyzes and helps guide implementation of transmission policies and business practices associated with BPA's marketing and sales of transmission and ancillary services.
This position will provide support to the manager of TSPP and Policy subject matter experts (SMEs) in the development of policy analyses that ultimately determine a final policy decision made by managers.
The scope of policy support includes policies: that affect wind integration; that impact how regional resources are redispatched to maintain transmission system reliability while serving loads; that re! flect interpretations, implementation, and ultimate compliance! with Bonnevilleâs Open Access Transmission Tariff (OATT); and the ultimate guidelines (business practices) prepared for regional customers on how to conduct transmission business with Bonneville.
Note: Contract personnel are not allowed to direct Federal employees, nor are they allowed to authorize expenditures and make decisions on behalf of BPA. Contract personnel may only represent BPA with written authorization from a BPA manager. These functions are specifically assigned to BPA employees; contract personnel provide analysis, information, and input to those functions.

Position Responsibilities include but not limited to:
Prepare and conduct exhaustive Tariff analyses, addressing far-reaching impacts on all aspects of the transmission commercial business: Generation Interconnections, Transmission Planning, Variable Resource Integration, ATC Methodologies, queue manag! ement, Conditional Firm and other Services, Network Integration Transmission Service, Network Open Season, business practices related to the Tariff, etc.
Provide comprehensive analyses on industry and regulatory trends, presenting well-reasoned counsel to BPA management and other staff concerning the future direction of FERC strategies and their impacts on regional parties and their business.
In partnership with BPA staff, Business Analyst will represent the interests of Transmission Services as needed in workgroups such as North American Energy Standards Board (NAESB) subcommittees, NERC, and other industry groups. Provide advice to executives and senior management concerning the development of business strategies.
Prepare presentation materials concerning key policy issues, business practices, and procedures as related to Tariff implementation.
Prepare materials delineating Transmission Service's policy positions, for presentation at internal and external ! meetings, working groups, and task forces, focusing on a wide range of ! substantive issues related to transmission needs of BPA and the region. At these meetings, in collaboration with BPA Management, Business Analyst will participate and lead discussions based on prepared materials.
Facilitate the efforts of employees across business lines in developing draft and final policies with other transmission functions and specified Power Services functions.
Research multiple sources of information, perform analysis of issues, recommend options, measurements and evaluation tools, and present proposed initiatives and alternatives for decisions affecting BPAâs Tariff: PTP or NT transmission service; Generation Interconnections; Transmission Service Projects/Services (requiring engineering analysis); and Transmission Alternatives. Once research is complete, Business Analyst will identify potential Transmission study subjects, define study parameters, and prepare proposals for studies to define major issues and lead to new, innovative, or revise! d policies.
Provide Policy support for Transmission Account Executives on an ongoing basis for specific transmission customer issues including policy interpretation, needed policy development, business practice interpretation, billing disputes, etc.
Produce Agency Decision documents on assigned policy initiatives, presenting recommended policy changes to BPA Transmission management.
Regularly prepare summaries and presentations of policy initiatives for SMEs and managers. Make presentations to management based upon managerâs or SMEâs recommendation.
Develop, or assist with developing, customer contacts and determine their views on policies under development, as assigned
Collect data and perform subsequent in-depth analysis on industry and regulatory trends that support policy initiatives
Provide detailed assessments of future direction of FERC strategies and their potential impacts on regional parties
Prepare and review complex business pract! ices, at times, identifying all necessary steps for customers to be abl! e to conduct business with BPA
Prepare a wide variety of documents including comprehensive reports, summaries, definitive policy statements, procedures and guidelines

Bachelorâs degree is required and post-graduate work is preferable
Bachelorâs Degree in business administration, business management, economics, political science, accounting, computer science or a related field is highly desirable. Bachelorâs degree can substitute for 4 years related experience (see below)
Related Experience - Experience should be consistent with the specific requirements of business analysis and program/project coordination including all aspects of process development and execution,
Minimum Related Experience : This is a Level 2 position, requiring 9-11 years directly related work experience (5-7 years with Bachelorâs degree; 4-6 years with post-graduate degree).
General Requirements :
Verifiable organizational skills, including experience developing detailed work plans with associated timelines
Demonstrated ability to work with teams of analysts and managers including senior analysts
Experience organizing and assisting in facilitation of team meetings
Demonstrated problem solving skills and experience working with internal departments to resolve issues
Experience documenting project issues, risks, and assumptions
Skill making effective presentations reflecting diverse audienceâs understanding of the issues at hand
Ability to manage among competing priorities, proactively describing for SMEs and management, the issues and alternative recommendations
Ability to understand the diverse set of business lines within BPA Transmission, their needs, and the impacts of the Tariff on their efforts. Includes the ability to monitor, without being a threat, the efforts associated with these busine! ss linesâ implementation of the tariff.
Ability to work with atto! rneys and Compliance organizations in interpreting FERCâs intentions.
Familiarity with regulated environments and the importance of complying with regulated rules
Experience summarizing highly technical issues
Experience working with diverse workgroups
Experience making bottom line presentations for management reflecting risks and tradeoffs
Experience writing technical bulletins for diverse audiences such that they can follow an organizationâs business practices
Experience with principles, practices, and processes for providing customer services; includes customer needs assessment, meeting quality standards for services and evaluation of customer satisfaction.
Experience in the utility business is desirable
Experience with how transmission services are offered and implemented in order to address future policy implementation is highly desirable.
Experience working with managers as well as at the staff level in accomplishing objectives.! ,
Demonstrated ability to work with regional entities is desirable.
Demonstrated ability to effectively communicate in writing and verbally BPAâs interests to internal as well as regional parties
Experience performing policy research and discerning other transmission providers and FERCâs intentions
Additional Requirements:
This position may be eligible for situational offsite work, subject to the completion of a Supplemental Labor Offsite Work Memorandum of Understanding.
Possess a valid state drivers license
