________________________________________ The Aging and Disabilities Services (ADS) assists individuals with developmental disabilities and adults with disabling conditions due to aging, disease or accident, to gain access to the high quality, cost effective supports that they need. There are five organizational divisions within ADS. This position is within the Developmental Disabilities Administration, Region 1, located in Spokane, WA. This position will either work out of the Kennewick, Spokane or Yakima office, location to be determined upon hire, as the Administrative Proceeding Manager. This is a full-time position working Monday through Friday 8:00am to 5:00pm. Duties:
POSITION OBJECTIVE: Within Region 1 of the Division of Developmental Disabilities, the Administrative Proceedings Manager is responsible for representing DDD in administrative proceedings, which includes the preparation and presentation of documents, witness testimony, and legal argument to explain the basis for specific DDD decisions regarding an individual’s eligibility and/or service issues. The position works closely with the Regional Administrator, Case Management Supervisors (Developmental Disabilities Administrator 1’s), case resource managers, social workers, and division headquarters’ program management staff. The position consults and coordinates with the Office of Attorney General (OAG) in the development and refinement of effective representation strategies as well as general DDD practice improvement and works with division headquarters’ program man! agers to resolve policy and practice issues which arise in or are exposed by, the administrative hearing process. The position also consults with the Office of Administrative Hearings (OAH) to ensure efficient DDD administrative hearing caseload management and scheduling. The position is responsible to provide a consistent, professional, and competent representation of the Department, Administration, and Division in Region 1 administrative hearings. The Administrative Proceedings Manager represents the region in administrative law proceedings before the Office of Administrative Hearings (OAH) and the Board of Appeals (BOA) on challenges to DDD determinations of ineligibility, reductions in services, denials of services, and terminations of services, pursuant to federal and state law and procedures. This includes approximately twenty Field Services programs with different federal and state rules and regulations. In addition, the Administrative Proceedings Manager is responsi! ble to identify and resolve issues, such as legal and factual insuffici! encies of Planned Action Notices (PANs); clarify lapses in WAC provisions (Exceptions to Rule, Private Duty Nursing, etc.); identify assessment inaccuracies and inconsistencies; and monitor ‘continuing benefits’ in pending administrative hearing cases. The position reports directly to the Regional Administrator. The responsibilities of this position support the Department’s mission of improving the health and safety of individuals, families and communities by providing leadership and establishing and participating in partnerships. This is achieved by providing sound consultation and advice during the Administrative Hearings process. This position will assign, instruct and check the work of others. Duties include, but not limited to: Administrative Hearings Activities Represent DDD in administrative proceedings before OAH and BOA on challenges to regional case management decisions regarding the authorization, denial, reduction, and/or termination of client services. Dr! aft and prepare legal documents and pleadings related to administrative proceedings. Negotiate with client/appellants and/or their representative prior to administrative proceedings with authority to settle issues in dispute. Interpret, advise on, and implement DDD policies, procedures, administrative code provisions, and statutes related to DDD programs and services. Serve as liaison and consultant with Assistant Attorneys General (AAGs) and regional Field Services management. Coordinate with OAH judges and staff to ensure efficient management and scheduling of administrative proceedings caseloads. Develop and maintain an administrative proceedings curriculum for periodic trainings and presentation to regional staff and management on administrative proceedings process, investigations, evidence, and relevant DDD practice issues. Facilitate and participate in intra-departmental process improvement initiatives relevant to DDD. Maintain report on detailed case and program file! s and records as required. Review and comment on proposed statues, admi! nistrative code provisions, and DDD policy as required or requested. Communication and Collaboration Understand and interpret the DSHS/DDD mission, program policies and procedures, WAC and other regulations to staff, clients, families, service providers and other interested groups; Respond to inquiries from the public, other department administrations/divisions; Compose professionally cogent and grammatically correct correspondence; Respond to voice mail and email messages as soon as possible per established policy; Respond to emergencies, projects, extraordinary incidents or work tasks that require employee response; Represent DDD and participate in agency meetings as required, demonstrating cooperative, and professional communication skills; Proficient in computer and software use, include MS Word, Excel, Access, Outlook, SharePoint and ADSA’s CARE system; Conduct public presentations to a variety of audiences; Attend team meetings, trainings, conferences, and workshops! as required; Organize the work environment and prioritize work assignments to meet timelines and/or other priorities; Effectively utilize interpreters and other alternate means of communication; and Participate on statewide workgroups as assigned, involving planning, policy development, system development, etc.

Qualifications:
REQUIRED EDUCATION and EXPERIENCE: One year of experience as a Social and Health Program Coordinator 3 or equivalent OR Two years of experience as a Social and Health Program Coordinator 2 or equivalent OR A Master’s degree in social work, a health or social science, public administration or a related field; AND four years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs, OR A bachelor’s degree in social work, a health or social science, public administration or a related field; AND five years of professional ex! perience in planning, administering, developing, or delivering social, ! financial, health, or chemical dependency treatment services programs. Note: A degree in Social Work must be from an educational program accredited by the Council on Social Work Education. Desired Qualifications: Hold a Juris Doctor (J.D.) degree in law AND a minimum of FOUR years professional experience with administrative hearing and judicial procedures. Desired Skills and Abilities: Working knowledge of the DDD residential and county service guidelines. Knowledge of Developmental Disabilities RCWs, WACS, and programs/policies/procedures pertaining to duties of position. Principles of legal process, witness interviewing, document collection and assessment, conflict resolution, negotiation and litigation; Federal and State statues pertaining to developmental disabilities programs. Comprehend complex legal issues and prioritize a response; Prepare written reports and oral arguments; Write professional reports, programs, and plans; Read, interpret, and implement policies, ru! les, and regulations of considerable complexity. Analyze programs and policies; Compile data, extract information, and generate comprehensive reports; Ability to self-direct and work independently with little supervision, organizing the work environment; prioritize, organize, and complete tasks/projects within deadlines; Interpret department/division/program policies and operating procedures to hearings personnel, staff, clients, families, and others. Represent DDD effectively with stakeholders, such as legal advocacy agencies and individuals, parents/guardians, and people with developmental disabilities; Identify and notify appropriate entities of dangerous or significantly dangerous situations for clients or staff; Use desktop/laptop computers and demonstrate proficiency in typical software (Word, Excel, Access, PowerPoint, etc.) and accessing databases; Understand DDD’s computer based assessments and algorithms that determine service levels; Represent the department/di! vision in community and agency meetings and demonstrate collaborative, ! cooperative, professional skills; Use group facilitation and leadership skills to train and instruct case management staff; Demonstrate sensitivity to cultural diversity; Communicate effectively orally and in writing with management, peers, facility staff, clients, client families, and the public as required to carry out the assigned duties of the position; Safeguard sensitive and confidential information and documents, and maintain confidentiality regarding client information; Work collaboratively in a multi-disciplinary team setting; Identify issues of a serious and/or sensitive nature that need to be reported to supervisor/chain of command; Able to be flexible, adapt to change, and respect differences in opinion and values; Able to multi-task in a fast-paced work environment; handle multiple urgent issues at the same time, prioritize as needed, and keep key agency personnel notified as to client issues, etc.
