Primary Duties This position serves as a Senior Health Consultant in the Certificate of Need program for the office. S/he accepts, reviews, an! d makes recommendations on approval for Certificate of Need ap! plications. The incumbent represents the agency and program to the public, media, and often times elected officials. Certificate of Need proposals usually have high visibility and decisions have lasting impacts on access to health care statewide. This position represents the agency and program during appeals for final decisions. S/he participates in program planning, policy, development of review standards and criteria and evaluation; as well as trains and assists other staff. Duties include: · Serves as a senior planning and policy consultant, planning and implementing evaluation strategies for reviewing health care facilities and services project proposals. · Leads public meetings with various public and governmental agencies. · Participates in the conduct of program evaluation and planning. · Trains and assists other staff. Required Qualifications NOTE: Experience may have been gained concurrently. A Bachelorâs degree or higher in Public Health, Health Administrati! on, Social Work, Nursing, or a closely allied field. Four (4) or more years (full-time equivalency) of experience in Certificate of Need, health planning, or research and technical writing. Demonstrated critical thinking experience and skills. Demonstrated experience communicating effectively with stakeholders, attorneys, the public, and/or executives. Intermediate-level experience using MS Word and Excel. Demonstrated experience using MS Outlook and Access. Demonstrated experience using the internet as a research tool to search and download information. Desirable Qualifications NOTE: Experience may have been gained concurrently.
A Materâs degree in Public Health, Health Adminstration, Social Work, Nursing, or a closely allied field.
Demonstrated experience and familiarity with Division of Health Systems Quality Assurnce procedures. Conditions of Employment · Willing and able to work indoors, at a desk/workstation the majority of a work day, in an open office env! ironment with possible conversation and other noise distractions, with ! or without an accommodation. · Willing and able to work in a smoke-free, drug-free, alcohol-free, and scent-neutral environment. · Willing and able to work while exposed to hazards limited to those commonly found in government office environments, such as paper dust, ink, cleaners, adhesives, and other standard office products. · Willing and able to work the core business hours of 8 am to 5 pm, Monday through Friday, with a scheduled lunch break. · Willing and able to occasionally work in excess of 40 hours per week and/or to adjust normally scheduled hours, which may include evening and weekends, to meet program needs and critical deadlines. · Willing and able to legally operate a state or privately owned vehicle OR provide alternative transportation. · Willing and able to occasionally travel throughout the state and nationwide, as required, to perform the duties of this position. · Willing and able to move or transport materials and boxes weighing up to 25 pounds, ! with our without an accommodation. · Willing and able to interact and work with customers, some who may be frustrated or distressed, in a positive, friendly and supportive manner, that meet the needs and standards of the office and the agency.
