The Position: The Budget Analyst for King County District Court is responsible for a wide range of analytical, financial and technical duties involved in the researching, plan! ning, evaluation, preparation, presentation and monitoring of operating and capital budgets and programs. The successful candidate will report directly to the Budget Director, who is responsible for all financial aspects of the Court's $30 million annual budget including accounts payable, accounts receivable, trust accounts, collection and time payment services, payroll, contracts, Inter-local Agreements and audits.
The candidate must have excellent communication skills, both written and verbal, and the ability to organize, analyze and interpret financial and technical data. Incumbents in this classification are expected to complete professional level assignments in a broad range of subject areas with minimal supervision and will supervise 2-4 employees.
King County District Court Profile:
King County District Court is the largest and most technocologically advanced court of limited jurisdiction in the State of Washington and is currently respon! sible for processing approximately 250,000 matters per year wi! th 25 judges and approximately 260 employees in 9 locations. The Court is a leader in many areas involving public safety and access to justice, including the use of problem solving courts, jail alternative programs, technology and judge-managed probation services. Thirteen cities contract with King County for court services that are provided by the Court.

Job Duties:
Review and evaluate budget requests; identify significant financial and policy issues; evaluate alternatives; develop policy recommendations for consideration by senior staff and the Budget Director.
Perform analyses including cost comparisons, statistical analysis, program performance evaluations, life-cycle cost/benefit analyses and long-term forecasts.
Conduct special studies requiring research, data compilation, extrapolation, analysis and interpretation as assigned.
Monitor federal, state and ! local legislation to evaluate potential impacts on court programs, policies, procedures and budget.
Supervise some staff whose work affects fiscal matters, but whose functions are not purely fiscal.
Develop queries, reports and datasets using data warehouse and Microsoft Office tools.
Develop and prepare complex oral and written reports summarizing analytical findings, tables, charts and recommendations; make oral presentations to senior staff and elected officials.
Provide guidance to assigned departments and agencies regarding budget preparation, policies, procedures and practices.
Collaborate with department and agency staff to identify significant budget issues; advise senior budget staff of such issues and possible solutions; work independently with department and agency staff to resolve routine technical budget issues.
Plan and carry out routine budgeting work including the preparation of worksheets, computations, and reports.
Staff and par! ticipate in court and county committees, task forces and work groups as! needed.
Work with independent individuals within a complex organization, sometimes reporting to multiple bosses.
Experience, Qualifications, Knowledge, Skills:
Knowledge of statistical and economic analysis techniques and practices as related to a court or legal setting.
Possess familiarity with legal terminology and court and government operations.
Demonstrated ability to understand and apply a body of rules, regulations, directives or laws to assignments.
Demonstrated ability to prepare reports, statistical analyses and grant reports for both fiscal and budget professionals and for judges, senior managers, and staff not well-versed in the fiscal and/or statistical matters addressed in reports.
Demonstrated ability to prepare and present complex oral and written reports to senior staff and elected officials.
Ability to work collaboratively and effectively, with and within team(s) at all levels of the organization.
Ability to! apply intellectual and operational flexibility to attain organizational goals.
Demonstrated proficiency in MS Excel and related MS Office applications.
Knowledge of current statistical software including SPSS or similarly related software preferred. Licensing, Certification and Other Requirements Any combination of training and experience that would likely provide the required knowledge and abilities for this position, including the knowledge of Budget Management and administrative principles and practices, and an understanding of the functions, organization and processes of a court and judicial system would be qualifying. A typical way to obtain the required knowledge and abilities would be graduation from an accredited college or university with a Bachelorâs degree or higher in Accounting, Public or Business Administration, or a related field and three years of progressively responsible budget management experience, including experience in a supervisory positio! n.
