The Program Operations Specialist will serve as the institutional purchasing authority for facilitating emerging perioperative procurement issues and trends, and for coordinating Harborview policy and strategic direction in association with other units whose interests and expertise are crucial to successful resolution of perioperative issues. This position is intended to provide an enhanced level of service for complex perioperative procurement activities.

Increased service levels may take several forms depending on the needs of the organization. Examples of enhanced servi! ce include a primary office located in the operating room suite, participation in planning for major projects and acquisitions, maximization of consignment opportunities, maintenance of contracts and agreements, training for staff involved in new and complex contracting issues, more rapid response and resolution of contracting issues and negotiations. The Program Operations Specialist of Perioperative Procurement will be a liasion to Perioperative Services to facilitate the changing healthcare envionment requiring research, compliance, economic stability and customer satiisfaction. The Program Operations Specialist of Perioperative Procurement will supervise, train and develop procedural expertise in applying appropriate procurement methods, train and develop the use of the electronic procurement system known as Pathways Materials Management System (PMM), make daily assignments, act upon leave requests, conduct annual evaluation for a professional buyer.

The Progra! m Operations Specialist of Perioperative Procurement will: 1. Provide l! eadership and direction for procurement and contracting activities to a major Harborview department, Perioperative Services, which is the highest revenue producing department at Harborview Medical Center. 2. Procure goods to meet departmental needs by coordinating with clients their requirements; drafting of technical specifications; recommending technical assistance; proposing standardization of goods when appropriate.

3. Perform Contract Administration for the Procurement Services by developing and/or recommending contract language to ensure vendor performance; reviewing all vendor contracts prior to forwarding to the Attorney General's Office. Serving as a liaison between HMC departments and the Attorney General's Office for procurement contracts/agreements. 4.

Maintain a high service level to meet the critical timeline requirements for a Level I Trauma Center. 5. Perform research and investigation for sources of supply to enhance the revenue flow. 6.
Contribute to an effective, efficient Procurement Services by leading, directing, training, educating and evaluating employees as required. Exhibiting a willingness to handle a fair share of the departmental workload as identified by management; participate as required in back-up and fill-in plans; assume the responsibility of the Assistant Director as required. 7. Strive to develop professional skills that result in more efficient performance by keeping-up with technological and market development in assigned commodity area(s).

Adding to knowledge of business law and related subjects by developing specific knowledge of State, University and HMC departmental policies and procedures. Requirements: • Bachelors Degree with an emphasis in a healthcare, supply chain management or other quantitative field. Experience: • Six years of experience in procurement activities in support of a surgical services or perioperative services department, preferably in! a mid to large health care organization, preferably in the public sect! or, especially in a research/teaching setting. • Knowledge of medical terminology and items used in a hospital.

• Equivalent combination of education and experience may substitute for the stated requirements. Desired: Certified Purchasing Manager or other professional certification is highly desirable.
