The City of Vancouver is currently seeking qualified candidates for the position of Half-time Legal Secretary I, in the City Attorneyâs Office. This position performs a variety of routine legal secretarial and general clerical duties in support of the City Attorneyâs Office, assigned to the Criminal Prosecution division. Legal Secretary I is a half-time, regular, non-exempt position and is covered under the provisions of an agreement with the City of Vancouver and American Federation of State, County and Municipal Employees (AFSCME). Regular City employees in this position are required to pay union dues.
The mission of the City Attorneyâs Office is to provide high quality legal services to the city in an efficient, timely and cost effective manner for the benefit of the citizens of Vancouver. The City Attorneyâs Office has four major functions: (1) Advisory : provide legal advice to city staff, City Council and various boards and commissions, to ensure legally sound decisions in developing and carrying out city policies; (2) Legislative : prepare ordinances, resolutions and related documents needed to carry out city policies and City Councilâs decisions; (3) Civil Litigation : initiate or defend lawsuits and be successful in any litigation which cannot otherwise be avoided; and (4) Criminal Prosecution : fairly and effectively prosecute all violations of city criminal and traffic ordinances, including building and zoning code violations.
Functions:
The candidate for this position must be able to: Act as a receptionist by providing information and assistance to the public; screening telephone calls and requests for information and routing to appropriate staff member, department or agency; Close files by reviewing dockets, ordering sentencing documents, matching judgments and sentences sent from the court, preparing pleadings, and ensuring proper tracking and archival; Prepare, process, and file bail jumps, deferred prosecution dismissals, and other pleadings; Handle incoming mail, including court delivery, criminal team inbox and items picked from the lobby; delivering discovery materials to the lobby; Assist with ordering, preparing and providing discovery; order certified copies and CDs and process incoming 911 calls by copying recorded calls from CRESA (Clark Regional Emergency Services Agency) for Prosecuting Attorney and Defense Attorney; Assist with preparing dockets by completing data entry; printing reports, orphans, and pictures; and creating amended citations; Assemble files after arraignment by ensuring documents are in the proper order and determining if the Prosecutor requires a return to court date; Process infraction discovery; request items from the court, prepare Cityâs response, ensure timely delivery to be filed with the court and mail copies to defense/pro se defendant; Maintain filing cabinets by periodically checking cases to ensure they are in the correct location, and assist with locating and processing expired warrant files and/or documents; Deliver files and documents to Prosecuting Attorneyâs office, DVPC, and/or Court as needed; Provide periodic calendaring as assigned, complete departmental filing, and other duties as assigned.
Qualifications:
The candidate for this position shall have:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. Education equivalent to the completion of the twelfth grade supplemented by specialized legal training is desired; One year of responsible secretarial experience is required; some legal secretarial experience is desired; An Associate of Arts degree in paralegal studies will substitute for one year of experience.
Knowledge of: English usage, spelling, grammar and punctuation; Modern office procedures, methods and computer equipment; Business letter writing and basic report preparation; Principles and procedures of record keeping and reporting.
Ability to: Learn legal terminology and the forms and documents used in legal clerical work; Learn legal procedures and practices involved in composing, processing and filing a variety of legal documents; Learn standard legal references and their contents; Perform responsible secretarial work; Prepare routine legal documents, correspondence and memoranda; Maintain regular and dependable attendance for the timely processing of legal correspondence and relevant support functions. Consequences of absences during key processing timeframes could lead to legal correspondences not adhering to required deadlines, thereby increasing the Cityâs exposure to fees and/or penalties. Further consequences are individuals potentially being released from prison or cases not being charged if documentation is filed past stated deadlines; Maintain regular and dependable attendance for answering phones and relevant support functions; Understand and carry out oral and written directions; Communicate clearly and concisely, both orally and in writing; Operate a personal computer and appropriate software; Develop and maintain collaborative and respectful working relationships with team members and others; Consistently provide quality service; Maintain regular and dependable attendance.
The ability to successfully pass pre-employment reference checks. The ability to successfully pass a criminal background check.
