Seattle City Lightâs Alaskan Way Viaduct and Seawall Replacement Program is primarily responsible for delivering Seattle City Lightâs overall program management and work tied to the Alaskan Way Viaduct, Seawall Replacement and Central Waterfront Program (AWV Program), which is budgeted at over $200 Million over the Programâs life. The AWV Program provides for Seattle City Lightâs utility relocations and system improvements associated with WSDOTâs and the City of Seattleâs Viaduct, Seawall Replacement and Central Waterfront projects. Seattle City Light is cu! rrently seeking a Major Projects Manager (Strategic Advisor 2)! in our Large Projects Unit to serve as a member of the Electrical Utility Relocations Project Team. This position will be responsible to both carry out and work independently as a major projects manager. It is also expected to work as part of a broad team to carry out and develop new, technically complex, high priority projects and programs within Seattle City Lightâs Customer Care and Energy Delivery Business Unit. The successful candidate will be expected to deliver and maintain reliable power to its customers on high profile projects that require extensive interdivisional, interdepartmental and interagency communication and coordination. This person will develop and maintain excellent working relationships with senior staff in other SCL divisions, other City departments, and other public agencies and private organizations. S/he will address complex issues that involve multiple, conflicting goals and shifting priorities, as well as move quickly between complex detailed! technical issues and broad policy issues. This position will include development and tracking budget for the project and program level in addition to design quality management reviews/tracking processes. In addition, this position may be assigned to other projects and programs.
This position reports to the Alaskan Way Viaduct and Seawall Replacement Program Manager.

Job Responsibilities:
The Major Project Manager is responsible for writing and managing agreements and contracts related to the Alaskan Way Viaduct Program, including the Elliot Bay Replacement Proj! ect, Waterfront Revitalization Project and the West Mercer project. Thi! s successful incumbent will partner with cross-departmental colleagues in developing and finalizing contract documents as well as managing an implementation plan to ensure that the high-risk issues particular to the electric utility are addressed. This position works with an Assistant City Attorney on contract development. S/he will be responsible for developing implementation strategies for projects that may be State funded, but City Light managed, as well as for projects that are both City Light funded and managed. S/he will be also be required to attend City Council meetings regarding electric utility aspects of assign projects.
Qualifications:
Education: The equivalent of a Bachelor's Degree in Engineering, Engineering Management, Business Administration or related field.
Experience: Ten years of project controls, negotiating and drafting agreements including scope schedule and budget, project design reviews, experience managing pro! jects involving construction and design, in addition to quality controls.
Certification/License: Driverâs License â" a âcompleteâ five-year driverâs abstract must be available upon request (regular employees are excluded from the driverâs abstract requirements).

Proven ability to identify constraints and critical path items and maneuver through processes to keep projects on target and teams on task.
Working knowledge of architecture, construction ! management, structural, mechanical, electrical and civil engineering. Ability to read and interpret project plans, drawings, specifications, surveys and studies.
Experience developing and managing multi-million dollar Capital Improvement Program (CIP) & Operations & Maintenance (O&M) budgets.
Extensive experience negotiating and administering interagency agreements on projects.
Electric utility background.
Extensive project controls and design quality management experience. Professional Engineering License: Project Management Professional (PMP) and or Certified Construction Management (CCM).
