The Position Profile: The purpose of the position is to support King County District Courtâs vision of developing an efficient IT applications infrastructure that meets the data needs of both internal and e! xternal stakeholders. The ideal candidate will conduct analysis of existing business processes and tools, help develop a baseline based on quantitative data, and help build a future-state model in support of business needs. In addition, this position may identify and implement continuous improvement processes in the efficient use of data assets. The Business Analyst will work closely with the Office of the Presiding Judge, Chief Administrative Officer, Director of IT Service Delivery and internal customers to define, build, and execute reports and self-help reporting capabilities.
King County District Court Profile : KCDC is the largest and most technologically advanced court of limited jurisdiction in the State of Washington and is currently responsible for processing approximately a quarter of a million matters per year. The Court is a leader in many areas involving public safety and access to justice, including the use of problem-solving courts, jail alte! rnative programs and judge-managed probation services. Thirtee! n cities contract with King County for judicial services that are provided by KCDC.
Job Duties:
Analyze and design system functionality. Gather, define, map, refine, and translate complex system requirements into functional specifications. Document findings and specifications, design system interfaces, and develop system integration test plans; propose efficiencies and business process improvements. Monitor system functionality. Troubleshoot, track, resolve and document significant system problems and issues requiring advanced business understanding. Act as business and technical expert in solving referred issues from less experienced staff. Design and test IT systems. Develop and test data models, application modifications, reports, and other related application functions. Analyze and test proposed system interfaces, enhancements, and upgrades prior to implementation. Develop acceptance criteria. Establish change management processes. Facilitate complex! system changes; identify, analyze, and prioritize system change requests; assess potential system-wide impacts of proposed module configuration changes. Prepare system documentation and training materials. Draft business cases, complex technical analysis and flow documentation, conduct gap and cost/benefit analysis; conduct conceptual review working closely with IT management in the development of these materials. Lead and facilitate project teams. Prepare and update project plans. Facilitate and lead strategic planning and process improvement teams in support of systems and participate as a key member on upgrade or new system acquisition team. Participate in vendor management and package selection utilizing expertise in functional analysis. Identify and evaluate potential solutions for existing and emerging business and information technology needs for the Court.
Experience, Qualifications, Knowledge, Skills:
Advanced knowledge and understanding of cli! ent organizational business systems and practices, business systems int! egration and design, work flow analysis and process re-engineering preferably in a court system environment. Ability to use business, technology and application domain subject matter expertise to analyze and translate business requirements into technical system specifications and data specifications. Ability to create and maintain use cases, site maps, navigation models, technical specifications, user interface specifications, screen mock-ups/wire frames, release notes, and other system documentation as required. A demonstrated high-level of proficiency and technical understanding of IT applications and systems life cycle. An understanding of project management methodologies and tools accompanied with creativity and innovative thinking to find solutions to complex problems that balance short and long-term objectives. Ability to provide detailed analysis of new features/enhancements in response to business requirements changes, conduct impact analysis and specify functional ! and data changes required to meet new business requirements. Skill in interpreting complex instructional manuals, guidelines, and procedures. Skill in using common desktop work flow tools, including but not limited to Microsoft Office Suite: Excel, Power Point, Visio, and Word. Skill in analytical thinking, problem solving, resolving conflicts and bringing others to consensus. Skill in planning, organizing and time management. Skill in handling multiple competing priorities and producing quality detailed work within tight time frames. Or ANY combination of education and experience that demonstrates the ability to perform the Business Analyst duties and deliverables. Desirable Qualifications: Public Sector or Court experience. Business Analysis certification from IIBA, or a similar organization, and/or Project Management Certification such as PMP or Six Sigma.
