The University of Washington Real Estate Office manages over 1.5 million square feet of space leased as tenant in office, clinic, laboratory, academic, and residential space. As landlord, management responsibilities include 1.9 million square feet of University-owned commercial space in downtown Seattle and on three campuses, and over 1 million square feet of University-owned and occupied facilities located at Sand Point and in the University District.
The Real Estate Office has an outstanding opportunity for a full-time Property Rights Manager . The individual in this position will manage a wide range of real estate transactions involving property rights (easements, permi! ts, licenses, and other access rights) in a variety of locatio! ns. This includes granting property rights on University-owned real estate, obtaining property rights in order to gain access to private or publicly owned real estate for research and other University purposes.
Position Complexities
Property rights projects entail the management of complex tasks often with short turn-around time and long-term impacts, and the position requires the ability to coordinate with other people both within and outside the University to ensure objectives are met. Parties to property rights transactions are often local, state and federal agencies, and political sensitivity with reasoned judgment is a necessity.
The employee must have strong analytical, communication, negotiation, project management, administrative and leadership skills. Other skills required to succeed at position complexities include the ability to interpret code requirements, review title reports and legal descriptions, and verify accuracy of maps. This i! ncludes the ability to read, write and understand RCWâs, WACâs and other property regulations, and prepare legal documents such as deeds, easements and rights of entry.
The employee in this position must take initiative, exercise independent decision-making, negotiate transaction terms, resolve problems, and research/seek answers to questions and inquiries, while ensuring deadlines and compliance requirements are met.
Position Dimensions and Impact to the University
Due to the volume of projects in both scope and scale, the impact of this position is considerable. The real estate environment is complex and sophisticated, involving multiple parties and various forms of risk and potential liability. The position requires ability to coordinate project teams comprised of individuals within and outside the University who are necessary to ensure objectives are met, including legal counsel, appraisers, surveyors, and other consultants. This position ! involves the application of people and property management skills, reso! urcefulness, flexibility, sound business judgment, political sensitivity and negotiating skills to coordinate successful oucomes for the University's wide range of real estate interests.
This position is an integral part of fulfilling the responsibility of the UW Real Estate Office to ensure the Universityâs performance of its contract obligations within applicable state and local regulations. The impact of this position includes: avoidance of liability to the University through fulfillment of all aspects of contractual terms in a transaction; acquisition of access to property for the conduct of University programs and research; improvement of communication and procedures to enhance decision-making processes; compliance with statutory and local jurisdictional requirements; enhancing the reputation and reliability of the Real Estate Office as a friendly, professional, service-oriented department of the University. The position supports major capital construction p! rojects managed by UW Capital Projects Office, by providing property rights information, resolving title matters, obtaining or granting easements and assisting with other matters necessary for the permitting of construction.
Position Responsibilities
Access Rights & Easements
Manage acquisition of access rights, easements, licenses, rights of entry and other forms of access to property under public or private ownership in varied locations for diverse purposes such as aquatic land leases and seismic monitors.
Manage conveyance of access rights to UW property located at all three campuses and a variety of other locations, for utility easements, transportation easements, rights of entry and construction related access permits.
Support major capital construction projects managed by UW Capital Projects Office on all three campuses and at other locations, by providing property rights information, resolving title matters, obtaining or g! ranting easements and advising and assisting with other matters necessa! ry for the permitting of construction.
Support real property purchases, gifts and sales managed by UW Real Estate with expertise on easements, title matters, legal descriptions and maps.
Coordinate and oversee property rights projects on a team-based approach with other members of the UW Real Estate Office, with the Office of the Attorney General and/or outside legal counsel, with a variety of academic research units and University departments at all three campuses including Capital Projects Office, Facilities Services, Office of Planning and Budgeting, Treasury, Risk Management, Environmental Health and Safety, and Purchasing.
Direct and manage contracted professional service providers including appraisers, brokers, and consultants.
Ensure performance and compliance with contractual terms and other requirements.
Provide performance reporting and communications on frequent basis with customers.
Draft and review documenta! tion and correspondence with accuracy and attention to detail.
Review and assess property prior to transaction for conformance with University standards and program suitability.
Develop strategies for managing property rights as an asset to maximize the Universityâs interest and minimize risk.
Analyze, develop, and implement improvements to policies, processes and workflows.
Ensure that records for all property rights are maintained in accordance with UW policies.
Back-Up Project Support for Gifts, Purchases & Sales
Cover certain responsibilities in absence of project administrator in support of Director and other Asset Managers on real estate gifts, acquisitions and dispositions. Research title records, utilize property abstract summaries, utilize technology and search engines to locate data and maps. Prepare escrow instructions and closing documents, including property conveyances and deed restrictions. Manage contra! cts and services with appraisers, consultants, title and escrow compani! es. Review and approve title insurance policies. Organize and maintain all documentation and high-level reporting related to each gift, purchase and sale, including legal research findings.

Requirements:
Bachelorâs Degree and a minimum of 5 years experience in real estate particularly with easements, rights of way, and permits.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
Desired:
Legal background such as paralegal, LPO or attorney; experience with title matters; previous employment in public agency real estate.
