The Seattle Municipal Court was among the first cities in the country to establish a Mental Health Court, beginning operation in March of 1999. We curre! ntly have an outstanding senior level opportunity for a Probation Counselor II performing out-of-custody and/or in-custody probationary services for individuals who have been sentenced by the Mental Health Court and/or individuals who have mental health conditions through Seattle Municipal Court. The position is located in our Probation Services Division and reports to the Probation Manager/Supervisor. The position is exempt from Civil Service and serves at the discretion of the Presiding Judge.
Job Responsibilities:
Examples of work include, but are not limited to:
Monitors all cases assigned; follows up with misdemeanant offenders to oversee compliance with court ordered conditions and the individual treatment plan; works closely with the Court Monitor and other Mental Health Court staff.
Contacts and corresponds with mental health treatment and other agencies related to individual cases in order to monitor activity and progress; researc! hes offenderâs history of mental health needs, services and ! treatment. Maintains case notes, log of contact and information.
Refers offenders to community agencies as applicable to the individual case. Helps coordinate referrals and interviews with appropriate agencies, especially mental health treatment centers or programs.
Prepares, provides and submits written reports and recommendations to the court for disposition, review, revocation or termination hearings, etc.
Appears in Mental Health Court and other Court hearings as required and needed to present information and testimony about offenderâs compliance with ordered treatment conditions.
Provides notification to the court of subsequent psychiatric hospitalizations and the pending discharge from hospitalization or residential treatment of the offender when relevant to monitoring on the existing jurisdiction.
Researches community programs and housing availability; develops and maintains knowledge and expertise in community resources and accessing those reso! urces.
Works cooperatively and courteously with others including supervisors, co-workers, judges, court personnel, police officers, attorneys, prosecutors, and various mental health advocacy groups and staff members from public and private agencies.
Obtains, organizes, analyzes and presents information in and out of the courtroom.
Enforces and monitors court requirements and reports all violations.
Collects urine samples for urinalysis in laboratory specimen cup.
Provide services at various locations throughout the city.
Qualifications:
- Bachelor of arts or science degree that provides the necessary education and skills in dealing with complex legal and human issues, as well as competence in making decisions and using discretionary judgement. No substitution is allowed. · Two years of work experience in case management, probation, or in other closely allied criminal justice experience. At least one of the two years of experie! nce must be in a probation or corrections setting. · Valid Washington ! State driverâs license at time of hire. · Experience with case management, performing assessments, and report writing in a probation unit within a judicial environment. · Knowledge of full range of mental health community agencies, support services, treatment programs, housing and resources available to the offender. · Ability to recognize symptoms of and make relevant and appropriate recommendations for persons with severe and persistent mental illness, mental retardation or other mental disability or substance abuse problems. · Ability to effectively work with a culturally, ethnically and socio-economically diverse population who may require assistance to deal with substance abuse, domestic violence, sexual deviance, mental health, housing, employment, parenting, disabilities and literacy issues · Ability to write and speak clearly and concisely. · Ability to work under stressful conditions and identify and react efficiently and effectively in emergencies. · Poss! ession of expert interviewing skills including the ability to put a person at ease, convey ideas verbally, obtain information and direct the interview. · Excellent communication skills with demonstrated experience interviewing, counseling, coaching, and working with diverse clientele â" including defendants who may be abusive and/or have mental health, substance abuse, or other issues. · Experience in providing crisis intervention and referral. · Ability to establish and maintain effective working relationships with professional colleagues, the Court, community agencies and the public. · Knowledge of effective treatment practices and community resources for alcohol and substance abuse, mental health, sexual deviance and domestic violence cases. · Knowledge of current theories and practices in the field of community corrections · Excellent time management skills and techniques · Ability to use technology as a communication tool; proficiency with Word, Excel, Outlook ! or related software programs; keyboard at 35 WPM. · Experience working! with various offender-based data systems. · Ability to work non-standard hours as necessary.
Desired Qualifications: · Course of study in sociology, psychology, or criminal justice. · Masterâs degree with concentration in the social/behavioral sciences. · A minimum of three years in case management for persons with severe and persistent mental illness and/or psychological diagnosis.
Job offers are contingent on the verification of credentials and other information required by the application process and completion of a background check which includes criminal history. After hire, must successfully complete the 80 hour Basic Adult Services Correctional Services Academy of the Criminal Justice Training Commission within six months of employment as required by WAC 139-10-210.
